parking lot at the front of the property does not have catch basins or storm sewers, which are <br />required by code. He suggested that the existing storm sewer be extended through the swale to <br />help it drain. Mr. O'Malley stated that the two independent government entities should work <br />together to come to a solution regarding this proposal. <br />Mr. Henderson said the grade slopes toward the swale on the west side of the property and away <br />from adjacent properties. He believed that there are no issues of water from the school's property <br />going onto neighboring property. He did not believe that extending the pipe to the swale as <br />suggested would have much impact. He stated the schools do not intend to make any changes to <br />the swale area because they believe the swale works. He reviewed the traffic statistics provided <br />regarding current and proposed use. The amount of staff and visitor cars would be similar, parent <br />and student traffic would go to zero, and the amount of buses would increase from 10 to 37. <br />Mr. Schumann stated that the swale seeins to have been filled in since he moved to Butternut <br />Ridge in 1999. Mr. Henderson stated that when the school was built the swale went around the <br />property but when the playground was installed the swale was changed. Other than that, he was <br />unaware of changes being made by the district to the swale. Mr. Schumann clarified that the <br />detention basin would not be connected to the swale. The yard drains that drain a portion of the <br />property will be removed and water from the renovated area will drain into the basin. The 12 <br />inch sewer ties into the 18 inch pipe along I-480. Mr. Urbanick stated that the current drainage <br />design is per city code and the storm water areas proposed to be changed will run into the new <br />storm water management system. The current swale and proposed basin will come together and <br />drain into the pipe along I-480. He stated that the capacity of the swale would be freed up by <br />having the parking lot drain into the new storm water management system. Mr. DiFranco <br />suggested extending the existing 12 inch pipe under the swale. He was concerned over the cross- <br />section of the swale since no records exist to see what was done when the existing parking lot <br />was put in. Mr. Urbanick stated that they will do a study to make sure the swale is functioning <br />properly and would make any changes necessary to make it work correctly. Mr. DiFranco stated <br />that the code requires swales to be able to withstand a ten-year storm. Ms. Nader pointed out that <br />the area south of the parking lot will have a catch basin that will be routed into the basin. Mr. <br />Rerko mentioned that the 12 inch pipe could be clogged due to a low slope. He suggested that <br />the end of the swale be moved away from the neighbor's property. Mr. Urbaniclc said it will be <br />evaluated and done to the City Engineer's satisfaction. Mr. Malone appreciated the fact that the <br />contractor added trees to reduce light and noise pollution along the driveway. He also pointed out <br />that two letters were received from neighbors, Mr. Ulewicz and Mr. Rodriguez, and they are part <br />of the record. Mr. Rerko pointed out that the projected bus pattern shows that no buses would be <br />in service after 5 p.m. <br />Douglas Baldi, neighbor, stated that he does not object to the administration building but objects <br />to the bus storage use. He believed it would negatively impact the historic district. He pointed <br />out that the street is narrow and difficult for buses to maneuver in. He questioned the quantity of <br />buses and when they would be coming and going. Tim Ulewicz, neighbor, stated that the <br />conditional use would affect the neighbors. He pointed out that the playground will be removed, <br />even though a lot of lcids use it. He stated that the coming and going of buses would be <br />multiplied by the many times they have field trips and sports.
