Motion passed 6-1, Mr. Schumann voted no. <br />NEW BUSINESS <br />16-5165; BJ's Restaurant; 25779 Srookuark Road <br />Representatives: Joan Leguay, BJ's Restaurants; Andy Schall, WD Partners <br />Ms. Wenger stated that the proposal consists of the demolition of the existing Smokey Bones <br />restaurant and construction of a new BJ's restaurant at Great Northern Mall. The lot is zoned <br />General Retail Business. The proposed building is 7,557 square feet in addition to a proposed <br />patio for seasonal use at the northwest corner of the building. The footprint is slightly larger than <br />the existing building, resulting in the reconfiguration of parking on the west side of the building. <br />The building design is a new prototype for BJ's Restaurant. The building is a combination of <br />manufactured stone, three colors of stucco, glass, and corrugated metal. Murals are proposed on <br />both the east and west side of the building. Staff recommends considering the murals as part of <br />architectural review rather than signage. Landscaping is proposed adjacent to the building. <br />Landscape irrigation is required and noted in plans. Sidewalks are provided around the perimeter <br />of the building. A bike rack is provided. New building and site lighting is proposed. A revised <br />lighting plan should be submitted that includes a photometric plan, lighting cut sheets, pole base <br />details, and mounting heights that are code compliant. A service area is shown along the rear <br />elevation of the building to include trash and recycle containers plus other service functions. The <br />area is surrounded with a high screen wall to match the building with metal gates on the refuse <br />collection area. Sheets A6.0 and A2.1 should be updated to reflect what will actually be <br />constructed or the note should be omitted. The reconfiguration of the site results in the loss of a <br />row of spaces along the existing restaurant and the relocation of accessible parking spaces. Staff <br />expressed concern over the proximity of the accessible route to the ring road traffic. The <br />applicant is proposing signage and striping to alert drivers to the accessible crossing. Numerous <br />wall signs are proposed, though no ground sign is requested. The sign package provided by AGI <br />does not match the elevations submitted. It is not clear from the submittal what is actually being <br />proposed. Staff raised the issue with the sign package to the applicant, who indicated that BJ's <br />would like to get the Commission's thoughts on sizes and numbers of signs. She recommended <br />that if the development plan was to be considered for approval by the PDC that the sign package <br />return prior to making recommendations to the BZBA. Mr. DiFranco stated that the construction <br />would disturb less than one acre, therefore storm water quality management is not needed,
