field trips. He stated that the largest trip would be for away football games on Friday nights,
which would be about 5 games per season and involves 7 buses coming back around 11 p.m.
Mr. Malone moved, seconded by Ms. Nader, to approve the conditional use permit for 16-
5267; North Olmsted City Schools; 26669 Butternut Ridge with the condition that the swale
will be evaluated and necessary improvements made as determined by the City Engineer.
Motion passed 5-2, Mr. Rerko and Mr. Schumann voted no.
Mr. Malone moved, seconded by Mr. Anderson, to approve the development plan for 16-
5267; North Olmsted City Schools; 26669 Butternut Ridge consisting of site changes and
interior modifications to change use from school to administrative offices, with the
condition that the swale will be evaluated and necessary improvements made as determined
by the Ciiy Engineer. Motion passed 6-1, Mr. Schumann voted no.
NEW BUSINESS
16-5165; BJ's Restaurant; 25779 Srookuark Road
Representatives: Joan Leguay, BJ's Restaurants; Andy Schall, WD Partners
Ms. Wenger stated that the proposal consists of the demolition of the existing Smokey Bones
restaurant and construction of a new BJ's restaurant at Great Northern Mall. The lot is zoned
General Retail Business. The proposed building is 7,557 square feet in addition to a proposed
patio for seasonal use at the northwest corner of the building. The footprint is slightly larger than
the existing building, resulting in the reconfiguration of parking on the west side of the building.
The building design is a new prototype for BJ's Restaurant. The building is a combination of
manufactured stone, three colors of stucco, glass, and corrugated metal. Murals are proposed on
both the east and west side of the building. Staff recommends considering the murals as part of
architectural review rather than signage. Landscaping is proposed adjacent to the building.
Landscape irrigation is required and noted in plans. Sidewalks are provided around the perimeter
of the building. A bike rack is provided. New building and site lighting is proposed. A revised
lighting plan should be submitted that includes a photometric plan, lighting cut sheets, pole base
details, and mounting heights that are code compliant. A service area is shown along the rear
elevation of the building to include trash and recycle containers plus other service functions. The
area is surrounded with a high screen wall to match the building with metal gates on the refuse
collection area. Sheets A6.0 and A2.1 should be updated to reflect what will actually be
constructed or the note should be omitted. The reconfiguration of the site results in the loss of a
row of spaces along the existing restaurant and the relocation of accessible parking spaces. Staff
expressed concern over the proximity of the accessible route to the ring road traffic. The
applicant is proposing signage and striping to alert drivers to the accessible crossing. Numerous
wall signs are proposed, though no ground sign is requested. The sign package provided by AGI
does not match the elevations submitted. It is not clear from the submittal what is actually being
proposed. Staff raised the issue with the sign package to the applicant, who indicated that BJ's
would like to get the Commission's thoughts on sizes and numbers of signs. She recommended
that if the development plan was to be considered for approval by the PDC that the sign package
return prior to making recommendations to the BZBA. Mr. DiFranco stated that the construction
would disturb less than one acre, therefore storm water quality management is not needed,
