Mr. Schumann recused himself from the vote. <br />Mr. Malone moved, seconded by Mr. Anderson, to approve Phase 1 site layout for 16-5426; <br />N.O. High SchooUMiddle School Complex; 27301 Butternut Ridge Road, conditioned upon <br />the following requirements from the Engineer being met: <br />1. A final Traffic Impact Study incorporating all previous city comments shall be <br />provided. The project shall be responsible for any and all recommended improvements <br />located within the public right-of-way, including but not limited to: <br />a. Butternut Ridge Rd widening between Revere Dr. and Burns Rd, <br />b. Dover center Rd. widening from Butternut Ridge Rd. and 450 feet north, <br />c. Modification of existing traffic signal at Butternut and Dover <br />2. The existing 7' x 10' bridge, which is required in the Traffic Impact Study to maintain <br />access, shall be replaced. As an alternative, the applicant may submit a report prepared <br />by a licensed professional engineer and certified bridge inspector confirming that the <br />load rating of the structure to handle school bus, emergency vehicle, and truck traffic, <br />with a remaining useful life of at least 25 years. <br />3. A flood plain development permit shall be obtained prior to an earthwork permit being <br />issued. A report including calculations and a FEMA Conditional Letter of Map <br />Amendment application shall be provided. The amount of earthwork cut and fill within <br />the 100-year flood plain shall balance, therefore an additiona1250,078 cf beyond what is <br />currently shown shall be removed from the flood plain <br />4. Stormwater quality control shall be provided per city requirements. <br />5. Stormwater quantity control is required. To address the deficiencies in minimum <br />required storage volume, and maximum allowable peak discharge rates currently <br />proposed in the plans, the applicant shall reduce the peak discharge leaving the site by <br />the excess 69 cfs. The 100-year flood water elevation within the site shall be reduced by <br />four inches, or 248,000 cf of storm water storage shall be added to account for the <br />excess peak flow for duration of one hour. <br />6. A consolidation plat shall be prepared combining the existing five separate parcels. <br />7. A conservation easement shall be prepared to protect the riparian setback. It shall be <br />shown on the consolidation plat. <br />8. The proposed fence currently shown along Roots Ditch shall be removed from the <br />riparian setback. <br />9. A variance to 926.12 (Uses Prohibited in Riparian and Wetlands Setbacks) is <br />recommended contingent upon the applicant incorporating permeable pavers and/or <br />bioretention to address the new impervious surfaces within the flood plain and riparian <br />setback, in accordance with 926.14. <br />Motion passed 4-0.
