PLANNING & DESIG1oT COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF APRIL 27, 2016 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Julie Nader, Darrick Matthews, Tom Patton, David Anderson <br />Absent: Don Rerko, Paul Schumann <br />Staff: Planner James Aspery, Assistant Law Director Bryan O'Malley, Administrative Assistant <br />Nicole Rambo <br />REVIEW ANI) CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Anderson, to approve the I'lanning & Design <br />Commission minutes of April 13, 2016, motion passed 5-0. <br />OLD BUSINESS <br />15-4501; Savers; 26350 Brookpark Road <br />Representatives: Joel Frezel, JF Signs; Derek Andersen, Savers <br />Mr. Aspery stated that the proposal consists of a sign package for Savers and a secondary tenant <br />at this retail building. Signage was discussed at December's meeting, where the applicant <br />requested to be tabled to reconfigure signage for a future submission. Signage for Savers <br />includes two wall signs and one canopy sign. The twc, wall signs consist of one Savers Sign A on <br />the east elevation and one Donation Center Sign D on the north elevation. A variance would be <br />required for one additional wall sign, as code permits one. The canopy sign consists of one <br />Donation Center Sign B and the awning structure labeled C, found on the east elevation. Code <br />permits one canopy sign, and there are no issues with the Donation Center Sign B provided in <br />this package. Savers Sign A exceeds allowable height by 9 inches, at 4' 9". The three signs <br />exceed total allowable area of building signage by 94 square feet. Code permits 174 square feet, <br />applicant shows 268 square feet. Savers Sign A exceeds allowable wall sign area by 55 square <br />feet. Code permits maximum of 100 square feet per wall sign, applicant shows 155 square feet. <br />The south elevation is not provided, which indicates that no signage is proposed for that <br />elevation. Signage for the secondary tenant consists of one wall sign at 65 square feet. The code <br />allows one wall sign at 68 square feet, based on unit frontage, so this sign is compliant. The <br />current signage request has been significantly reduced from the applicant's initial request for two <br />wall signs at 200 square feet total. Mr. Aspery believed the requests represent a reasonable <br />reduction in signage from previous submissions. It may benefit the applicant to reconsider the <br />height and total area for Sign A to lower the total wall signage area and eliminate that specific <br />height variance request for Building & Zoning Board of Appeals, but generally this sign package <br />is a notable improvement from the previous submissions. The Commission should make <br />recoinmendation to the Building & Zoning Board of Appeals regarding the variances requested. <br />Mr. O'Malley pointed out that the role of the PDC is to recommend variances to be granted by
