PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF JULY 27, 2016 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, David Anderson, Paul Schumann, Tom Patton, Don Rerko, Darrick <br />Matthews <br />Absent: Julie Nader <br />Staff: Planning Director Kim Wenger, Assistant Law Director Bryan O'Malley, City Engineer <br />Pietro DiFranco, Planner James Aspery <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by 1VIr. Schumann, to approve the Planning & Design <br />Commission minutes of July 13, 2016, motion passed 6-0. <br />NEW BUSINESS <br />16-6201; Ganley Honda; 25870 Lorain Iaoad <br />Representatives: Joel Copley, Janotta & Herner, 309 Monroe St, Monroeville, OH; Joseph <br />Fornal, Chief Financial Officer for Ganley Auto Group, 8748 Brecksville Rd, St. 210, <br />Brecksville, OH 44141 <br />Ms. Wenger stated that Ganley recently acquired the apartment property to the west of the <br />dealership. The site will be cleared of buildings, new hardscape and landscape installed, and the <br />lot will be used for inventory storage. The grading of the site will change so that the rear of the <br />western parcel will connect at grade with the existing inventory lot. The retaining wall will <br />remain, though a 21-foot portion near Lorain Road will be removed to improve circulation. The <br />fence originally proposed in the Honda project along the retaining wall at the apartments will no <br />longer be installed. Landscaping will be installed in the front setback to coordinate with existing <br />Honda plant selections. Also, trees will be installed along the western yard setback to soften the <br />appearance of the lot. The applicant has indicated that all improved planting areas will be <br />irrigated, including the beds in the front and the trees along the western property line. Brick <br />pavers are proposed in the treelawn area. New lighting is proposed which is code compliant. <br />Since the staff review meeting, the applicant added a 6-foot tall cedar privacy fence along a <br />portion of the west property line to screen the view of the back of the adjacent restaurant. While <br />she appreciated the applicant's desire to screen the view of a service area, the fence also screens <br />the view of the new trees. Ms. Wenger recommended terminating the fence at the rear setback of <br />Deruly's to keep views from Lorain Road more open. No variances are required. <br />Mr. DiFranco stated that all storm water quantity and quality requirements are met. Mr. Copley <br />stated that the property west of the Honda store, formerly Paradise Apartments, is proposed to be <br />reinoved and developed into an asphalt parking lot with improvements.
