? <br />PLANNING & DESIGN COMMISSIOloT <br />CITY OF NORTH OLMSTED <br />MINUTES OF AUGUST 10, 2016 <br />ROLL CAI.L <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, David Anderson, Paul Schumann, Tom Patton, Don Rerko (arrived after <br />review of minutes), Darrick Matthews, Julie Nader <br />Staff: Assistant Law Director Bryan O'Malley, City Engineer Pietro DiFranco, Planner James <br />Aspery, Administrative Assistant Nicole Rambo <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Ms. Nader, to appa-ove the Planning & Design <br />Commission minutes of July 27, 2016, motion passed 6-0. <br />OLD BUSIIeTESS <br />16-6160; Grace Church; 4816 Dover Center Road <br />Representative: Clarence Watkins, Bramhall Engineering, 801 Moore Rd, Avon, OH <br />Mr. Aspery stated that the proposal consists of expanding the existing parking lot, adding <br />lighting and making storm water management improvements at Grace Church. The entire <br />property is zoned One Family Residence A. Churches are a conditional use in residence districts; <br />therefore, a conditional use permit is required. The existing parking lot is non-conforming <br />inasmuch as it is not curbed and the location violates the side (north) setback requirement. The <br />existing parking lot is about 72 spaces. The parking lot will be expanded to the west, adding <br />about 40 spaces. The applicant proposes to continue the non-conforming side (north) setback of <br />the parking lot. Code requires a 20 foot setback and the applicant shows 2.2 feet, a slight <br />decrease from the previous setback of 2.67 feet, so a 17.8 foot variance is required. The applicant <br />proposes to install continuous concrete curbing along the northern edge of the parking lot. A <br />variance is required for the lack of required continuous curbing, as no curb is shown along the <br />western lot edge. A wood dumpster enclosure is proposed in the northwestern corner of the <br />parking lot. A storm water management basin is still proposed in the northeast corner of the site. <br />Staff and commissions members had previously expressed concern about the location of the <br />basin, the appearance and maintenance of it, and potential safety issues related to standing water <br />in proximity to the public sidewalk. The applicant has proposed greater setback from Dover <br />Center Road and the installation of increased landscaping between the sidewalk and the basin to <br />improve the appearance of the site and create some separation between pedestrian activity and <br />the basin. The landscape buffer is now 25 feet. The proposed basin has been shifted 10 feet west <br />eliminating approximately one parking spot with a 2 foot proposed berm added along the basin's <br />northern edge. The proposed parking lot lighting plan has not been altered from the applicant's <br />prior submission on July 13th and is code compliant. When the Commission is prepared to
