The Commission should refer to the standards in Chapter 1118 in their <br />discussion of the conditional use permit. The Planning and Design Commission should make <br />recommendations on the variances to the Building and Zoning Board of Appeals. <br />Mr. DiFranco said the addition of the curb on the north side of the parking lot addressed his <br />previous concerns. Mr. Watkins said moving the detention basin west allowed them to install <br />more landscaping and to provide more security from sidewalk traffic. The requested curb was <br />added to help manage water on the property. The dumpster enclosure will be located on the west <br />side of the new parking lot. He briefly mentioned the future expansion plans for the Church. <br />Mr. Malone said he did not personally like the location of the basin but is ok with it with the <br />additional landscaping. He suggested they plant Norway Spruce, minimum 8 foot high, spaced <br />about 20 feet apart instead of the proposed White Pine. He also suggested adding Red Twig <br />Dogwood trees to fill in the gaps until the Norway Spruce trees mature. Ms. Nader liked the <br />added landscaping and the curb on the north side of the parking lot. Mr. Watkins pointed out that <br />the edge drain will still be installed on the other side of the curb to provide more drainage. Mr. <br />Rerko asked why no curb was installed on the south side. Discussion about cost of continuous <br />curbing versus bumpers. Mr. Rerko asked why the parking lot was inset for the 4-inch walk <br />rather than having the parking aligned. Mr. Watkins stated that the parking lot can line up with <br />the edge and the sidewalk with integral curb. <br />Shirley Borkowski, 4792 Dover Center, was concerned about possible flooding caused by the <br />detention pond and mosquitoes caused by standing water. Mr. Schumann clarified that the basin <br />will be a dry basin the majority of the time so mosquitoes should not be an issue and all of the <br />storm sewers will be new on the property. He also pointed out that the proposals presented to the <br />Commission make the drainage situations better than they were before. Mr. Watkins stated that <br />the proposal addresses water drainage for the entire property, including the land that was not <br />addressed previously. Mr. Malone commented that the EPA and ODNR encourage infiltration of <br />storm water, therefore he approves of not having continuous curbing installed along the west side <br />of the parking lot. <br />Ms. Nader moved, seconded by Mr. Rerko, to approve the development plan for 16-6160; <br />Grace Church; 4816 Dover Center Road, conditioned on the following: <br />1. Replace White Pines with Norway Spruces, 8 ft. tall, 20 feet apart, with Red Twig <br />Dogwoods to supplement <br />2. Add a curb along the south walk in the form of an integral curb with a sidewalk <br />Motion passed 7-0. <br />Ms. Nader moved, seconded by Mr. Rerko, to recommend the BZBA approve the following <br />variances for 16-6160; Grace Church; 4816 Dover Center Road: <br />1.
