Road, with the condition that the conservation easement be attached and recorded with the <br />plat, motion passed 4-0. <br />NEW BUSIlOTESS <br />16-7391; Universitv Hospital Medical Office; 26127 Lorain Roacl <br />Representatives: John Crook, Carnegie Management, 27500 Detroit Road, Westlake, OH <br />Ms. Wenger stated that the project involves two adjacent, General Retail Business zoned parcels <br />that front both Lorain Road and Brookpark Road: the former Family Christian Bookstore and the <br />former Canterbury Animal Hospital. The proposed use is medical offices/clinic which is a <br />permitted use in the district. The Family Christian building will be modified for medical offices. <br />The animal hospital building will be demolished to make room for needed parking for the <br />facility. Changes to the building include a small addition on the west side and new entry area <br />with concrete ramp and railings. The building will be repainted a new color scheme, existing <br />purple canopies removed, windows modified, and new red canopies installed over the entryways. <br />Material specifications and color samples were provided at the meeting. <br />The applicant is requesting variances for front and rear parking setback. They propose to <br />maintain the existing setback of 6 feet on the east side of the property and match the front <br />setback on the west side of the property. The applicant proposes to match the rear setback on the <br />west side of the property, as well. Some new landscaping is provided. Irrigation is noted. Sheet 2 <br />of 8 notes that the landscape plan is only conceptual at this time. Quantities are not noted, nor are <br />existing plant material species identified. Ms. Wenger did not recommend that the Commission <br />approve a conceptual plan. Currently, three curb cuts exist along Lorain Road, while access is <br />prohibited to Brookpark Road as it is a limited access highway. The applicant proposes removing <br />the easternmost and westernmost curb cuts, maintaining one, and has designed a parking layout <br />and circulation pattern to maximize parking. Brick pavers are required in the right-of-way and <br />are shown in the site plan. A new dumpster enclosure is provided near the southeast corner of the <br />site, though the details were not provided. <br />New parking lot lighting is proposed in two locations which results in uneven lighting <br />distribution on the site. Some areas are shown with zero light. There is extremely low lighting <br />along the main entrance to the building. The applicant references wall pack light fixtures, <br />however, those are not shown on the elevations nor do they appear to be incorporated into their <br />photometric plan. She also noted that the site plan was changed and was not reflected in the <br />photometric site plan. Signage will be submitted separately by the tenant. References to signage, <br />both wall and ground signs, should be removed from the submittal if they are not part of the <br />request for approval. <br />Mr. Malone confirmed that the applicant needs to provide a detailed landscape plan, dumpster <br />enclosure details, corrected photometric plan, materials plan, lighting details, and signage. Ms. <br />Wenger believed all of those notes should be addressed, except signage, prior to Council <br />approval. Mr. Bradt stated that additional underground storage is required since the impervious <br />pavement area was increased. Storm water quality is not required since less than one acre is <br />being disturbed.
