Mr. Crook stated that he provided updated plans for the meeting, which included dumpster <br />enclosure details. Mr. Malone stated that the commission requires complete submittals two <br />weeks prior to the meeting to allow staff and commissioners time to review the plans and he did <br />not appreciate new drawings be submitted the night of the meeting. Mr. Crook reviewed the <br />current conditions of the lots. The color scheme will include painting the existing EIFS three <br />different colors. The cornice and the base will be light beige banding, the white EIFS will be the <br />color of the main building, and the dark beige accent color will be used on the entrance. The <br />entrance vestibule will consist of a fiber-cement material with horizontal and vertical reveals to <br />distinguish it. A red awning will be installed over the entrance to add appeal to the building. <br />Landscaping along Brookpark Road would be maintained and increased to provide more <br />screening. On the east side, the ten foot setback would be maintained as the green space. The <br />chain link fence would be removed and frontage would be created since the entrance is there. Mr. <br />Crook stated that the dumpster will be installed on the south side of the lot. The enclosure would <br />be beige vinyl fencing with landscaping around it. The light poles would have two heads each. <br />He confirmed that the areas under the light poles have high illumination values but illumination <br />is more balanced throughout the lot. <br />Mr. Rerko asked what will happen with the existing EIFS since it needs to be at least eight <br />inches from the ground. Mr. Crook stated that there are existing planters on the west and north <br />sides. The only exposed areas of the EIFS are by the entrance on the west side and the south side. <br />The planter would be extended on the north side and the east side would not be addressed since <br />Lumber Liquidators is so close. He did not think adding the fiber cement material to the exposed <br />areas would be necessary. Mr. Malone stated that the PDC has never allowed the EIFS to extend <br />to the ground. Mr. Rerko noted that the existing EIFS is in disrepair. <br />Ms. Wenger was unsure if a variance is required for the lighting without fully reviewing the <br />plans, but the average illumination was within code. Mr. Rerko believed the requested setback <br />variances were reasonable, Mr. Malone agreed. Mr. Malone added that the setbacks are an <br />existing condition on the former Family Christian lot, but would be a change on the pet hospital <br />lot. He added that there is a large amount of green space along Brookparlc Road that could be <br />better used for parking. Mr. Anderson agreed, adding that the overall request would improve the <br />property. Mr. Malone proposed that the development plan be tabled until the issues have been <br />addressed, including how EIFS degradation will be addressed if it extends to the ground. <br />Mr. Malone moved, seconded by Mr. Anderson, to recommend the following variances for <br />approval for 16-7391; University Hospital Medical Office; 26127 Lorain Road: <br />1. A variance of 20 feet for the front yard setback. <br />2. A variance of 20 feet for the rear yard setback. <br />Motion passed 4-0, Ms. Nadet- abstained. <br />Mr. Malone moved, seconded by Mr. Anderson, to table the development plan for 16-7391; <br />University Hospital Medical Office; 26127 Lorain Road until the necessary details have <br />been provided, motion passed 4-0, Ms. Nader abstained. <br />16-7390; University Hoslpital Lot Consolidation; 26127 Lorain I2oad
