Malone movecl, seconded by Mr. Rerko, to approve 16-7390; University Hospital Lot <br />Consolidation; 26127 Lorain Road consisting of consolidating two parcels (PPN 236-01-005 <br />& PPN 236-01-0065) resulting in a single parcel of 1.3760 acres (1.0622 acres exclusive of <br />R/W) with frontage on Lorain Road (211.06') and Brookpark Road (195.36'), motion <br />passed 5-0. <br />16-7577; Proposed Restaurantsq 24821, 24831 & 24841 Brooknark Road <br />Representatives: Dan Whalen, Starwood Retail Partners, 1 East Wacker Drive, Chicago, IL <br />Mr. Rerko recused himself since he is associated with the project. <br />Ms. Wenger stated that the proposal consists of a new multi-tenant commercial building for three <br />future restaurants in the General Retail Business district. A new building is proposed to be <br />constructed in the parking lot area to the east of Jared's at Great Northern Mall where it will <br />share a parcel with the jewelry store. The new building will match the front setback of Jared's <br />and face Brookpark Road. It will be constructed of stone, metal panel, wood simulated Nichiha <br />panel, and an aluminum storefront system with clear glass. Material specifications and colors <br />were provided in the packet. Elements of the new mall entries have been incorporated into the <br />design. The applicant made improvements to the rear elevation at the request of staff to better <br />break up the fagade. Patios are proposed for all three tenants. The patios have a depth of twelve <br />feet and will be surrounded by black metal railings. A five foot wide sidewalk outside of the <br />fenced areas will be preserved. Parking provided on the parcel is adequate for both Jared's and <br />the restaurants. Also, a segment of sidewalk was added from Brookpark Road to the restaurant <br />parking lot for improved pedestrian access. The project will result in a small increase of green <br />space on the site. Six parking lot islands are proposed to be added along with a yard adjacent to <br />the rear of the building where planting materials are proposed to soften the screen wall enclosing <br />the service areas. The plant legend includes materials and sizes but not quantities, which should <br />be included in final plans. Irrigation is provided. New parking lot light fixtures and building <br />fixtures are proposed. The photometric plan shows average lighting levels that meet code <br />requirements. Signage will be submitted separately and is indicated "for reference only." Staff <br />asked that a master sign plan be developed for the building, taking into account other signage <br />existing on the parcel. <br />Mr. Bradt stated that there is an existing storm sewer neneath the proposed building and asked <br />that a manhole be installed on either side of the building for future maintenance. He has not been <br />able to determine if storm water quality is required yet, but he will work with the applicant <br />regarding those requirements. <br />Mr. Whalen stated that the proposed building will have three tenants new to the Cleveland <br />market. Mr. Malone asked that landscape quantities be listed on the plans and confirmed that the <br />six parking lot islands will be identical. Mr. Malone asked that screening be installed along the <br />patios. He appreciated the plant diversity that was proposed. Ms. Nader ensured that the parking <br />lot islands will be irrigated and said she liked the architecture of the building. Mr. O'Malley
