Interior Maintenance Code
Add Resources to Enforce Property Maintenance Codes
Action Agenda Item
GO
North Olmsted
2075 MASTER PLAN
Provide more resources to enforce property maintenance especially for single-family rentals
and multi-family areas. Both interior and exterior conditions should be addressed through the
creation of an exterior point of sale inspection program for all residential properties and an
interior inspection program for rentals and multi-family units.
?Successes
?
On September l, 2015, City Council adopted Ordinance 2015-59, which created a new
Chapter 1319 of the Building Code entitled "Licensing of Rental Units" and Ordinance 2015-
63, which created a new Chapter 1364 in the Building Code entitled "Interior Maintenance
Code." Together, these two ordinances built upon the City's existing rental registration
requirements to further permit the City to conduct interior inspections of rental units including
one- and two-family homes and apartments. The administration's intent is to inspect the
exterior and interior of all rental homes each year along with 25% of apartment units. This "
initiative, intended to strengthen the City's housing stock and neighborhoods, gained further
support from City Council during the 2016 budgeting process. Three additional staff members a
were added to the Division of Building in January 2016, two inspectors and one permit clerk,
for the purpose of implementing the City's rental inspection program.
North Olmsted Master Plan Annual Report ;?.??'`? l???' 5
