building. A row of trees will be installed along Butternut to create a boulevard effect. Additional
trees will be installed along the drives to provide screening. Mr. Henderson stated that the
entrance columns and pediments will be used in the signage for the building. The signs will be
just east and west of the complex. Ms. Schuler clarified that no offsite wayfinding signs are
included in this proposal. Mr. Henderson reviewed the traffic flow plans to show that the
inconveniences of traffic flow will be contained on the school site, not on Butternut Ridge. The
existing entryways from Burns and Revere are to be maintained. He reviewed the
recommendations of the traffic study for road improvements.
Mr. Dubelko said he loved the design but was concerned about the distance of the building from
Butternut as compared to the large amount of greenspace between the library and Butternut
Ridge. He believed that the green space adds to the character of the Historic District and was
concerned about the impact of such a large building in tlie district. He shared the history of the
property and connections to first families. Mr. Henderson said the district wanted the building to
fit into the district so it is only two stories tall and will not appear to be one large building. Mr.
Neville clarified that the public sidewalk will remain in the same location along Butternut Ridge.
Mr. Dubowski asked about the growth rate of the trees because he was concerned about the
visibility of the building. The landscape architect stated that there will be ornamental trees
installed close to the building and larger oak trees will be planted along the road. Mr. Morse
suggested some butternut trees be planted. Mr. Limpert asked that the trees will be planted far
enough off of the street to not interfere with the existing power lines. Mr. Dubowski asked about
traffic control in front of the building, Mr. Henderson stated that the district will do their best to
control it. Mr. Dubelko asked what the courtyards will be used for; they will be used for dining
and as extended learning areas. Mr. Dubelko suggested putting the salvaged archway in the
courtyards. Mr. Morse appreciated all that the designers had done to fit into the district. He was
only concerned with its proximity to the street. He suggested that oval gardens installed in the
connecting portions of the building to increase the perception of depth from Butternut. Mr.
Limpert suggested the landscaping be connected to the other side of the street to increase the
cohesiveness of the district.
Ms. Wenger asked that the commissioners review the portion of the plans that falls into the
Historic District, a map of the district boundary was provided. In reviewing the requested
Certificate of Appropriateness application, the Landmarks Commission should follow procedures
in Section 165.09(a) (Review Process for Alterations, etc., to Other Buildings and Structures in
Landmarks Districts). Also refer to Section 165.10(d) (Criteria for Determining Appropriateness
of Proposed Work) and the new construction design guidelines in Section 165.11(b).
Mr. Dubelko moved, seconded by Mr. Dubowski, to grant the Certificate of
Appropriateness for new construction for 16-5996; N.O. High School/Middle School
Complex; 27301 Butternut Ridge Road as presented, motion passed 6-0.
COMMUNICATIONS
Historic District Map
Ms. Wenger suggested the commissioners may wish to look at the Historic District map to make
updates since some structures have been demolished and the district survey in 2012 may have
