7 <br />LANDMARKS COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR FEBRUARY 8, 2016 <br />ROLL CALL <br />Mr. Neville called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: David Neville, Tom Dubowski, Jim Dubelko, Gretchen Schuler, Duane Limpert <br />Absent: Paul Schumann, Jim Morse <br />Staff: Planning Director Kim Wenger, Planner James Aspery, Administrative Assistant Nicole <br />Rambo <br />Mr. Dubowski moved, seconded by Mr. Limpert to excuse Mr. Schumann and Mr. Morse <br />from the meeting, motion passed 5-0. <br />REVIEW AND APPROVAL OF MINUTES <br />Mr. Dubelko suggested that the minutes state that Mr. Neville and Mr. Morse were nominated as <br />Chair and Vice Chair. <br />Ms. Schuler moved, seconded by Mr. Dubelko, to approve the Landmarks Commission <br />minutes of January 4, 2016 as modified to state that Mr. Neville and Mr. Morse were <br />"nominated" Chair and Vice Chair, motion passed 5-0. <br />OLD BUSINESS <br />CMS15-5017: James Wasniak; 26487 Butternut Ridge Road <br />Proposal consists of a Certificate of Appropriateness for new vinyl siding. <br />Note: Landmarks Commission tabled on January 11, 2016 <br />It was determined that the house was built in 1910. Discussion took place regarding history of <br />the house and similar houses on Butternut Ridge Road. Mr. Wasniak approached his neighbors <br />regarding his proposal and they agreed that the change would be welcome. He stated that there <br />are other houses on the street with vinyl siding and it will become an issue to maintain the wood <br />siding since he is getting older. Mr. Neville read Mr. Schumann's email into the record. Mr. <br />Schumann believed that it would not be appropriate for the house to be resided with vinyl since it <br />was built well before 1950. Mr. Neville referred to the Department of Interior Standards of <br />Preservation for historic homes. Mr. Dubelko pointed out that the priority of the Commission is <br />to preserve the homes located in the Historic District, not the applicant. Discussion over other <br />houses with vinyl siding, Mr. Neville and Mr. Dubelko believed the other houses were sided with <br />vinyl before current codes were adopted or on houses of a later era. Mr. Dubelko wanted to know <br />when other houses were sided with vinyl to be fair to future applicants. Ms. Wenger pointed out <br />the section of the Codified Ordinance that states the appropriateness for proposed work. She <br />believed that the change to vinyl siding would dilute the character of the district. Mr. Dubelko <br />stated that he is concerned that making the applicant keep the wood siding may look out of
