screening for the adj acent property owners. A combination of Norway spruce and viburnum <br />shrubs are proposed to screen the expanded parking lot area and fill in gaps of existing screening. <br />Signage will be submitted separately at a later date. <br />Mr. Aspery summarized an email from the City Engineer dated June 29, 2017. The engineer <br />visited the site after the May 24t' meeting to look at the neighbors' concerns. He did not observe <br />any issues related to drainage, including the ditch along the south property line. The leaves on <br />the ground did not appear to be excessive and appeared to be regularly maintained. The utility <br />line easement is not the city's responsibility to maintain, but would be an issue for the electric <br />company to handle, if necessary. <br />Mr. Swidrak reviewed the changes made to the plans in the most recent submittal. The site plan <br />was revised to accurately show existing property lines and the parking lot was corrected to <br />match. Additional information on the existing landscaping, trees, shrubs and scrub was provided <br />to show landscape buffering. Sections were included to show the relationship of existing <br />conditions of the east parking lot and neighboring property line with landscape buffering. A <br />reference image of existing landscape along east parking lot was included. Updated planting <br />specs and landscape notes as requested were provided. The elevations were updated to show <br />architectural asphalt shingles will be used to match the existing shingles. Mr. Swidrak stated that <br />a full survey will be included in the set to be submitted for the building permit. The landscape <br />island was changed to match the updated parking lot configuration. The 20 foot setback was kept <br />along the east side of the property. Landscaping along the north side of the property was <br />removed to increase their visibility and to reallocate funds elsewhere in the project. The <br />applicant noted the existing scrub areas to remain, which will not affect drainage and.will <br />continue to provide screening. Along the east side, spruce trees were added to fill in the large <br />gaps and viburnum plants will be added to provide lower screening for car lights. The larger <br />evergreen trees were recently trimmed to remove overgrown branches that were impeding the <br />existing parking lot area. From the edge of the curb to the parking lot setback, there is a mulch <br />mound proposed, which varies from six to 12 inches high. The drainage area closer to the <br />property line is not affected by the mound. The evergreen trees and six-foot high fence will help <br />block headlights, but the viburnum shrubs will add additional screening. Further south, the <br />existing trees will remain and provide screening with the existing four-foot fence. To address Mr. <br />Davison's concerns from the last meeting, the applicant proposed more spruce trees and <br />viburnum shrubs to provide more screening. The applicant would be open to remove the <br />corkscrew willow trees in order to plant more Norway spruces and viburnum shrubs to provide <br />more screening. The dumpster enclosure cannot be moved closer to the building or to the south <br />due to asphalt concerns and potential issues with rodents. <br />Mr. Swidrak stated that the utility poles are located on the east property line. He clarified that the <br />current parking lot is curbed and the new parking lot and landscape islands will continue the six- <br />inch curbing. Mr. Swidrak stated that the engineering portion of the project has not been <br />determined yet. Mr. O'Malley reminded everyone that the engineering department will review <br />the stormwater calculations prior to any permits being issued. Ms. Nader clarified that the <br />resident at the first property north of Carey Lane was asking that the three corkscrew willows <br />trees to be removed and continuing the spruce and viburnum landscaping.
