Susan Quinn, 25219 Carey Lane, stated that she has no screening along her property and her side <br />yard looks at the dumpster and church. She was concerned about the density quotient for the <br />property and believed that the addition could be added without variances being granted. She was <br />concerned about water issues for the neighboring properties and did not think the swale was <br />"wedged" enough to a11ow the water to flow. She asked the board members to visit her property <br />to see how she would be impacted by the change. She was concerned about asphalt parking lot <br />materials containing carcinogens. <br />Roman Barabach, 5398 Sunset Oval, asked if the parking lot would be installed in the current <br />grassy area towards the north end of the property. He questioned how many existing trees would <br />be removed for the parking lot. He was concerned about where the children will play if the lot is <br />expanded and the increased sound. <br />Ernie Oergel, 5414 Sunset Oval, was concerned about the drainage. He did not believe that the <br />sewer along his property had been maintained since he moved in nine years before and believed <br />the sewer is broken. He was also concerned about the noise issues from the children. <br />Rhett Davison, 25222 Carey Lane, was content with the plan as long as the willow trees are <br />replaced with the spruce trees and viburnum shrubs. He was content with the dumpster location <br />and appreciated the Church taking his previous comments into consideration. <br />Mr. Swidrak explained that the purpose of the addition is to improve the facility for the <br />children's ministry by providing more secured exits and consolidating the children in one area. <br />The offices will be moved from the south end of the building to the front of the building so the <br />staff have a better view of the property. The addition along the front of the building will require <br />people to entering one common area instead of multiple entrances. He believed this project uses <br />the most space allowed by the setback requirements. The church cannot build the addition to the <br />south and west due to setback restraints. The parking lot drainage will include the curbing as <br />required by the city and slope to the catch basins to drain separately from the swale and will run <br />into the Great Northern Boulevard system. The new parking area will slope to the south to the <br />catch basins. The allowable lot coverage will not be reached with this project. There are not any <br />plans to use the remaining green space on the north end of the property. They use neighboring <br />properties to facilitate overflow parking during the three events during the year when needed. <br />Ms. Nader clarified that six Norway spruces, three existing and three new, are near Ms. Quinn's <br />property. Another spruce can be added to the north of her property to close the gap. She added <br />that the applicant is responsible for taking care of the stormwater on their property per city code. <br />The asphalt is permitted by code. Mr. Matthews added that the property owner rights include <br />being able to apply for variances for projects. Mr. O'Malley reminded the board that the church <br />is a conditional use in the residential district. The board can make recommendations on the <br />special permit request, but it would be determined by BZBA. The Commission's role is to <br />review the project in an overall capacity. Mr. Schumann asked that the existing trees remain <br />unless approved by the commission. <br />Ms. Nader moved, seconded by Mr. Schumann, to recommend the BZBA approve the <br />following for 17-8432; North Olmsted Evangelical Friends Church; 5665 Great Northern
