PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES FOR MEETING OF AUGUST 23, 2017 <br />ROLL CALL <br />Ms. Nader called the meeting to order at 7:07 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Julie Nader, Dave Anderson, Don Rerko, Tom Patton <br />Absent: Paul Schumann, Greg Malone, Darrick Matthews <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, City Engineer <br />Pietro DiFranco, Administrative Assistant Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Ms. Nader moved, seconded by Mr. Rerko, to approve the Planning & Design Commission <br />minutes of July 26, 2017, motion passed 4-0. <br />NEW BUSINESS <br />17-9079; Henderson Driveline; 31441 Lorain Road <br />Representatives: Jim Yorks, architect; Terry Branch, owner; Brent Anderson and Rich <br />Frederickson, erigineers <br />Ms. Lieber stated that this proposal consists of construction of a new commercial sale and <br />service facility in the Limited Industry-Industrial Park District. The 1.21 acre property is vacant <br />with frontage on Lorain Road. There is a small strip of private property between the subject lot <br />and Industrial Parkway which prevents the lot from having access or frontage on the side street. <br />The proposed building is approximately 8,700 square feet in size and will be constructed of <br />CMU block, metal wall panels, metal siding and Nichiha panels. Color renderings were provided <br />but color specifications should be included in the elevations on sheet A2. No variances are <br />requested. The building and parking areas meet all required setbacks and lot coverage. The code <br />requires a 100-foot building setback from Lorain Roaa, which results in this case in the <br />stormwater management basin being located in the front yard due to the size and orientation of <br />the lot. The property abuts other industrial zoned parcels on the south side of Lorain Road, <br />however the adjacent property to the west is used residentially as a single family rental. <br />Therefore the applicant has provided screening to include a six-foot high cedar fence, plus a low <br />landscape mound with spruce trees along the property line in the area closest to the dwelling. <br />Ornamental landscaping is provided around the building, around the ground sign, at intervals <br />around the perimeter of the parking lot, and along the top of the stormwater basin. One curb cut <br />to Lorain Road is provided. Parking is more than adequate to accommodate the proposed use. A <br />concrete sidewalk will be provided along the entire frontage of the property. A 6'8" high <br />masonry enclosure is located at the southwest portion of the lot which is large enough to house <br />two dumpsters. The masonry will match the building and it will be finished with a limestone cap <br />and vinyl gates. Lighting for the property is mainly provided by building mounted lights. There <br />are wall packs proposed on the west and south sides of the building and recessed canopy lights at
