high decorative fence rriade of brick piers and decorative metal. These features will help to create <br />a visual separation of the parking area from the roadway. The project area abuts single family <br />residential development to the south and east and commercial development immediately east on <br />Lorain Road. The applicant has taken care to propose fencing and landscaping in the setback area <br />that will achieve effective screening. Existing fencing on the property line will be removed and a <br />new six-foot high screen wall of brick piers and wood fence segments is proposed. The applicant <br />was requested to save as many existing mature trees along the property line as possible. <br />Significant infill of landscaping is proposed which meets code requirements for quantity. <br />Irrigation is provided for all improved landscape areas. A new trash enclosure is proposed in the <br />southeast corner of the site which will coordinate with the screen fence, composed of brick piers <br />and wood fencing. Lighting is provided through parking lot lighting and under canopy lighting <br />around the building. Pole lights are mounted at 16 feet high to keep them relatively low due to <br />the surrounding residential properties. Site lighting will be terminated after business hours. Lot <br />consolidation is required and has been submitted for approval. <br />Mr. DiFranco stated that they are providing underground piping and brick pavers in accordance <br />with storm water management requirements. <br />Mr. Flowers reviewed how the drive-in involves face to face interaction with servers and made to <br />order food, in addition to takeout service. Ms. Carlson added that the overall design is intended <br />to be a modern take on the Swensons brand. The lighting around the building is higher due to it <br />being the work area for the servers. The 11-foot tall monument sign was moved to a location to <br />not hinder visibility and not interfere with the utilities. Mr. Cash pointed out that the aisle ways <br />can accommodate delivery trucks, emergency vehicles and traffic. The entrances were moved as <br />far away from Lorain Road as possible. Some of the parking spaces will be brick pavers to act as <br />water quality control. An underground vault will be installed to control storm water. The sanitary <br />will run south of the property to the closest sanitary manhole. _ <br />Mr. Malone asked for more description of the fencing along the southern property line. Ms. <br />Carlson stated that the six-foot brick piers with six-foot wood fence will extend along the entire <br />residential property line. Mr. Cash ensured that the existing trees will be incorporated as much as <br />possible into the landscaping. The existing residential fencing weaves over the property line and <br />will be taken care o£ Ms. Lieber suggested that the applicant reach out to the resident to see if <br />they want to have the fence removed when the new fencing is installed. Mr. Malone was happy <br />to see permeable pavement used in the proj ect. He asked that a certified arborist look at the trees <br />on the property to assess and maintain the trees as part of the project. Ms. Nader was concerned <br />about access between the proposed fencing along the residential property line. Ms. Carlson stated <br />that the col'or renderings on A0.01 are correct and they will submit a corrected plan. Mr. Cash <br />stated that the existing yard drain will remain but the entire site will be collected into the new <br />system that will be installed and sent to the underground detention basin. Page C-200 needs to <br />state that the resident yard drain and storm will remain. Operating hours will be from 11:00 a.m. <br />to 1:30 a.m. on the weekends and 11:00 a.m. to midnight during the week. Mr. Anderson wanted <br />to ensure that the fence posts and cross beams of the fence would face the applicant's property <br />and not the neighbors. Mr. Flowers stated that the servers would ensure that the customers park <br />the correct way and know the ordering process. Ms. Lieber added that signage proposed will <br />describe the process for customers.
