LANDMARKS COMMISSION <br />CITY OF NO1tTH OLMSTED <br />MINUTES FOR MEETING OF AUGUST 14, 2017 <br />ROLL CALL <br />Mr. Neville called the meeting to order at 7:00 pm in Council Chambers. <br />Present: David Neville, Jim Morse, Duane Limpert, Sarah Egan-Reeves, Tom Dubowski, Paul <br />Schumann, Jim Dubelko <br />Absent: Gretchen Schuler <br />Staff: Planner James Aspery, Administrative Assistant Nicole Rambo-Ackerman <br />Mr. SchuYnann moved, seconded by Mr. Dubowski, to excuse the absence of Ms. Schuler, <br />motion passed 7-0. <br />REVIEW AND APPROVAL OF MINUTES <br />Mr. Morse asked that the 25961 Kennedy Ridge Road discussion be separated from the Historic <br />Preservation Plan discussion. <br />Mr. Schumann moved, seconded by Mr. Morse, to approve the minutes of July 17, 2017 as <br />modified, motion passed 7-0. <br />NEW BUSINESS <br />17-9330; Bruce Pearson; 26944 Butternut Ridge Road <br />Representatives: Bruce Pearson, owner; Mike Meeling and John Goch, Props Consulting; Mary <br />Ellen Hemann, Ward IV Councilwoman <br />Mr. Pearson stated that the siding on the house is deteriorating and needs to be replaced. He <br />would like to install Hardie board. This material was previously used for his garage. He would <br />try to match the overlap of the new siding so that it would be the same appearance as the existing <br />siding. He believed the Hardie board would not be noticeable from the street. The siding should <br />not need to be replaced for 15 years. Mr. Aspery reviewed the Standards of Rehabilitation from <br />the Department of the Interior and NOCO 165 requirements. Mr. Limpert asked if the Building <br />Department looked at the home to see if the materials were in disrepair, Mr. Aspery pointed out <br />that they do not look at the home until a permit is issu.,d. Mr. Morse asked if the original <br />materials would be left on the home. The applicant plans to remove the clapboard siding. Mr. <br />Morse believed the applicant was trying to keep the look of the original home. <br />Ms. Hemann said she has had multiple residents in her ward complain about being in the historic <br />district. She said the ordinance was not filed with the county when the district was established <br />and did not believe it was fair to new residents. She also did not think there was any value in the <br />historic district for what the district requires of the residents. She pointed out that a permit was <br />issued in 2013 for the siding on the garage without the commission's approval. Mr. Schumann <br />believed the issue at hand was that the original materials are available for reuse and the
