in order for the applicant to expand on a nonconforming building, code requires that the <br />alterations conform to all applicable setback requirements. In this instance, the existing building <br />was granted a rear yard setback variance during the original construction that permitted a rear <br />yard setback of 50 feet. A variance is required permitting the applicant to make nonconforming <br />alterations to the already-nonconforming building, an addition that does not comply with this 75- <br />foot setback. Regarding the first variance listed, code also requires a special permit as part of this <br />process permitting a nonconforming alteration to a building. <br />Mr. Swidrak said the purpose of the project is to increase the space for the children's ministry <br />and concentrate the kids into one area and increase security. The addition would include offices <br />in the lower level and another children's space on the second floor. The project would not <br />increase the church attendance or parking spaces. Discussion about factors limiting expansion in <br />other directions such as lot shape and setback requirements. Mr. Aspery stated that the applicant <br />eliminated the need for other variances during the planning process. Mr. O'Malley pointed out <br />that the building is non-conforming by being less than 75 feet from the rear yard. Mr. Papotto <br />ensured that the curb will remain in the same place along Great Northern Boulevard. Mr. Allain <br />believed the lot shape necessitates the variance. <br />Mr.l2aig moved, seconded by Mr. Allain, to grant the following variances for 17-8432; <br />North Olmsted Evangelical Friends Church; 5665 Great Northern Boulevard, as amended: <br />1. A special permit to add to a non-conforming building, Section 1165.02(b)(1). <br />2. A variance to add to a non-conforming building where the addition does not conform to <br />the 75 ft. rear yard setback; applicant shows addition within rear yard setback of 75 ft., <br />Sectiom 1165.02(b)(2). <br />3.
