Mr. Aspery clarified that the <br />location was originally zoned General Retail Business and accessory outdoor display was not <br />permitted. The Planning Department would like to see more screening for the use so the trucks <br />are not visible from the right-of-way. He would like to have vehicle rental with outdoor storage <br />as a condition of approval. Discussion about the rental of vehicles being an accessory use to the <br />hardware store. Vehicle rental is not a conditional use in the B-1 district so the conditional use <br />requirements do not all need to apply. Mr. Gareau thought it would be appropriate to apply any <br />conditional use requirements for districts where the use is conditional in the accessory use <br />approval. Mr. Allain was concerned that the entire parking lot would be allowed to be used for <br />U-Haul truck storage. Discussion about the use variance being granted applying to the entire <br />parcel and restrictions that could be applied. Mr. Russell pointed out that the truck noise would <br />affect the neighbors and truck parking could potentially take needed parking for the store and <br />affect the required parking at neighboring stores. <br />Mr. Butrem said there will be just enough trucks to serve the community and they have not been <br />stored in the front of the store. Ms. Foster pointed out that there is a berm and solid fence <br />between the parking lot and the neighbors to the rear of the property so the trucks are not visible. <br />A large amount of rentals are completed online which would limit the amount of traffic needed <br />for rentals. The applicant was unaware that the use was not permitted when they moved in in <br />2016.
