BUILDING & ZONING BOARD OF APPEALS <br />CITY OF NORTH OLMSTED <br />MINUTES OF MAY 7, 2018 <br />ROLL CALL <br />Vice Chairman Allain called the meeting to order at 7:00 pm in Council Chambers and led the <br />Pledge of Allegiance. <br />Present: Eric Allain, Bob Papotto, Ralph Mackey <br />Absent: Mike Raig, Dan Rahm <br />Staff: Law Director Michael Gareau, Jr., Assistant Building Commissioner Dan Russell, Planner <br />James Aspery, Administrative Assistant Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Papotto moved, seconded by Mr. Mackey, to approve the Building & Zoning Board of <br />Appeals meeting minutes of Apri12, 2018, motion passed 3-0. <br />OLD BUSINESS <br />18-10731; Ace Hardware; 23200 Lorain Road <br />Representatives: Becki Foster, 1401 Old Mansfield Road, Wooster, OH; Corey Butram, 6712 <br />Parma Park Boulevard, Parma Heights, OH . <br />Proposal consists of accessory outdoor display and storage in the B-1 Local Business District. <br />The proposed accessory use is not a permitted use in B-1 per Section 1139.03. A use variance is <br />requested. Note: Case was tabled at April 11, 2018 meeting. <br />Mr. Aspery stated that the applicant is seeking to maintain a U-Haul vehicle rental dealership in <br />the parking lot directly east of the existing Ace Hardware store at 23200 Lorain Road. The <br />proposed use is not a permitted use in Section 1139.03. Equipment rental with accessory outdoor <br />storage was previously prohibited in the General Business District when this use was established <br />in 2016 under the old zoning code. No mention was made of outdoor storage as part of the Ace <br />Hardware approved minor change application approved March 8, 2016. Under the current code, <br />equipment rental with accessory outdoor storage is a prohibited use in B-1 Local Business and <br />B-4 Mixed Use Business districts and a conditional use in the B-2 Office/Service and B-3 <br />General Business districts. The revised site plan highlights the area where the trucks will be <br />stored as well as increased landscaping along Lorain Road. <br />Ms. Foster said the vehicles are not very visible from Lorain Road. She submitted a photo <br />showing the existing mounding that helps shield the vehicles. The applicant has hired a <br />contractor to install a sign once landscaping is approved. Mr. Butram added that the trucks will <br />constantly be moving and will not be stored on the property. The trucks will not be parked in the <br />customer parking in front of the building. Ms. Foster added that this is a popular U-Haul rental <br />location. Mr. Aspery stated that the Planning Department is in favor of the proposal, especially <br />with the investment they are willing to make in the property. Mr. Gareau added th le language <br />in the motion needs to reflect the revised submittal date.
