Ms. Lieber reviewed the conditional use standards for auto repair in the B-3 district. The <br />Commission may recommend to Council that specific standards should be waived if appropriate. <br />The project does not comply with items 2, 3 and 5. <br />1. All main and accessory structures shall be set back a minimum of 75 feet from any <br />residential district. Compliant. <br />2. The facility shall front on an arterial or collector street as defined in Table 1161.07-1, and all <br />access to the property shall be from that street. The site currently has two curb cuts, one on <br />Lorain Road and one on Root Road. Lorain Road is classified as an arterial street but Root <br />Road is not. The applicant would like to maintain the Root Road curb cut which would allow <br />them access to a stop sign. <br />3. Access to the site shall comply with the driveway spacing standards of Chapter 1161 but, in <br />no case, be located closer than 125 feet to any intersection or other driveway on the same <br />side of the street, as measured from the nearest right-of-way line to the nearest edge of the <br />driveway or edge to edge from the nearest driveway. The existing curb cut is very close to <br />other driveways but there is nowhere to move the curb cut that would meet the standard. <br />4. Overhead doors shall not face any residential district. The Planning and Design Commission <br />may modify this requirement upon a determination that there is no reasonable alternative and <br />the visual impact will be diminished through use of building materials, architectural features <br />and landscaping. The site is surrounded by commercially zoned property. <br />5. Where applicable, vehicle stacking space shall be provided in front of each service bay for at <br />least two vehicles. This site will be managed by staff so cars will be moved when they are <br />going to be worked on, therefore vehicles will not be stacking up. <br />6. All maintenance and repair work shall be conducted completely within an enclosed building. <br />Equipment, including hydraulic hoists, compressors, pits, lubrication, greasing and other <br />automobile repairing equipment shall be located entirely within an enclosed building. Work <br />will be performed inside the building. <br />7. There shall be no outdoor storage or display of vehicle components and parts, materials, <br />commodities for sale, supplies or equipment. Not part of this project. <br />8. Storage of wrecked, partially dismantled, or other derelict vehicles, or overnight parking of <br />any vehicle, except a tow truck, shall be permitted for no more than 30 days and shall be <br />within a designated area. Such area shall be appropriately screened from public view in <br />accordance with the screening requirements of Chapter 1139. No body work or wrecking will <br />be done on this site. <br />Mr. DiFranco said the applicant is working with the Engineering Department to comply with <br />storm water requirements, therefore he recommended approval. <br />Mr. Copley said the new doors on the east side of the building are single bay service doors so <br />queuing is not feasible. All deliveries will be done from Lorain Road, similar to the current <br />procedure. Deliveries will consist of trash removal, oil pick up and drop off and parts. Any <br />vehicles requiring body work will go to a different facility. There are no quick lube services <br />planned for this site.
