Mr. Rerko asked if the masonry will be toothed in around the new doors to match the existing <br />brick, Mr. Copley said it will be. Mr. Malone appreciated the comprehensive plan and did not <br />have any issues with the selected plants. He asked that any existing plants that are to remain be <br />maintained and included in the scope of the project. Ms. Nader asked about noise, Mr. Copley <br />said the doors will be "rapid" doors that will open and close in a timely way. There will only be <br />routine maintenance on the site. Ms. Nader pointed out that the photometrics only show light <br />values for the parking lot, not the entire parcel. Ms. Lieber said the photometrics comply for the <br />parking lot and the values will decrease as they get closer to the lot lines. Mr. Patton asked about <br />the hours of operation, Mr. Copley was unsure what they will be. Discussion regarding potential <br />hours of work compared to the dealership hours, Mr. Malone suggested adding a time limit to the <br />conditional use motion. Mr. Schumann confirmed with Mr. Copley that there will be no painting <br />done on the site and no new cars will be parked there. Mr. Copley said the parlcing lot will be <br />used by the employees and the cars to be serviced. Mr. Schumann did not want service to be <br />done after the dealership closes. Ms. Lieber reviewed the lighting requirements and said the main <br />concern was light spilling onto residential property, which does not apply in this situation. Mr. <br />Copley said the original fixtures will be replaced with LED fixtures except the sconces on the <br />building. The total height of the new poles will be 20 feet tall. Ms. Lieber asked if the new <br />fixtures will be shielded so the lights will not be visible from residential property further away. <br />Mr. Copley pointed out that the BB light fixtures will be shielded as shown on the cut sheet. <br />Lou Brossard, Ward 1 Councilman, was concerned about noise and potential air pollution. He <br />said there are a lot of retirees that live on Root Road who would be able to hear the noise created <br />during the day. He was also worried that mechanics would take test drives down Root Road. He <br />suggested that a"no right turn" sign be installed so people will not drive down Root Road from <br />the property. Mr. Copley said the general manager of the dealership said the mechanics rarely <br />test drive cars. He said they currently have a policy of not allowing test drives for sales onto <br />Root Road. Mr. Brossard said previous assurances for other projects have not been kept. <br />Mr. Malone believed there would be little impact on the applicant if a"no right turn" sign is <br />required since the mechanics should not be test driving cars. Ms. Nader wanted a specific time <br />for servicing to be done each day noted in the motion for the conditional use. Mr. Malone <br />suggested 7:30 a.m. to start. Mr. Rerko said the traffic on Lorain Road is pretty busy and loud <br />until later in the evening so he suggested having a 7:00 p.m. limit. Ms. Nader confirmed with Mr. <br />Copley that the garage doors will be insulated. Mr. Rerko did not believe there would be much <br />noise if the doors are closed with the masonry walls. He asked if the building will have air <br />conditioning, Mr. Copley said the building will be equipped with ventilation. Mr. Malone wanted <br />the doors to be kept closed at all times, Ms. Nader agreed. Mr. Patton asked about how many <br />cars will be serviced each day. Mr. Copley estimated that two cars per stall per day will be <br />worked on, so about 50 cars per day. Ms. Nader pointed out that the note on A2.1 says the garage <br />doors will be "full vision," Mr. Copley said they will be opaque except for small windows at the <br />top due to security reasons. Mr. Rerko said the building would need to be ventilated and the <br />system will be noisy. Ms. Lieber said the doors should remain closed to shield the view of cars <br />being serviced from traffic turning from Great Northern Boulevard onto Lorain Road. More <br />discussion regarding the potential work day hours, Mr. Schumann suggested restricting the work <br />hours to 7:00 p.m. with the doors closed into the motion and giving Council the final decision.
