<br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF AUGUST 8, 2018 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg'Malorie, Julie Nader, Dave Anderson, Paul Schumann, Don Rerko, Tom Patton, <br />Darrick Matthews (arrived during Ordinance 2018-77 discussion) <br />Staff: Administrative Assistant Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Rerko, to approve the Planning and Design <br />Commission minutes of July 25, 2018, motion passed 6-0. <br />NEW BUSINESS <br />18-11862; Blue Falls Car Wash Lot Consolidation; 23570 Lorain Road <br />No public comments or concerns from Commission members regarding the project. <br />Mr. Malone moved, seconded by Mr. Schumann, to approve 18-11862; Blue Falls Car <br />Wash Lot Consolidation; 23570 Lorain Road, consisting of consolidating two parcels (PPN <br />231-26-035 and 231-26-013) resulting in a single parcel of approximately 1.699 acres with <br />frontage on Lorain Road and Gessner Road, motion passed 6-0. <br />COMMUNICATIONS <br />Ordinance 2018-77 <br />Mr. Schumann stated that changes are proposed to the zoning code so it needs to be approved by <br />the Commission. About 4 or 5 months ago, some people in Bretton Ridge owned a non-owner <br />occupied home that was being rented out like a hotel, room by room. Because of this, rules were <br />created to combat single room rentals in non-owner occupied homes but bed and breakfasts were <br />not addressed. Someone who wants to have a bed and breakfast would need to go before the <br />Commission to determine if the location is appropriate and it would have to be owner-occupied. <br />Ms. Nader asked if bed and breakfast is a legal term and was concerned that people may change <br />the phrasing depending on the situation, Ms. Rambo-Ackerman reviewed the definition of bed <br />and breakfast. Vacation rental by owner in which an owner rents out the entire home for a period <br />of time is still permitted. Mr. Schumann said residents are concerned about parking availability <br />when rooms are rented out individually. Mr. Anderson asked if vacation rental by owner would <br />still be considered owner-occupied, Mr. Schumann stated that it would. <br />Clarifications were made for the parking pad regulations. The building official pointed out that <br />the way it was written would allow residents to pave their entire backyard. Mr. Malone was <br />concerned about parking pads having to be perpendicular and attached in 1135.02(B)(2) and
