PLANNING & DESIGN COMMISSION <br />CITY OF 1oTOR'I'H OLIVISTED <br />MINUTES OF JULY 25, 2018 <br />ROLL CALI. <br />Ms. Nader called the meeting to order at 7:04 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Julie Nader, Dave Anderson, Paul Schumann, Darriclc Matthews <br />Absent: Greg Malone, Don Rerlco, Toin Patton <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, Administrative <br />Assistant Nicole Rambo-Ackerman <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Schumann moved, seconded by Mr. Anderson, to approve the Planning and Design <br />Commission aninutes of June 23, 2018, motion passed 4-0. <br />NEW BUSINESS <br />18-10823; Marathon; 27645 Lorain Road <br />Representatives: Mike Meyer, 3918 Cleveland Road East, Huron, OH; Omar Jamal, owner <br />Ms. Lieber said the proposal consists of a building addition and alterations to the existing <br />Marathon gas station property, which is zoned B-3 General Business. The property has been <br />subject to numerous property maintenance violations, several which have been abated and <br />additional violations which will be resolved through this project. The applicant proposes to <br />enclose two areas of the building along the front fagade that are currently under canopy. The <br />BZBA granted a variance for front setback, as the addition on the north side encroaches further <br />into the 75 foot required setback from Lorain Road. The additions will be constructed of brick <br />painted to match the building and glass. The building, roof and trim, rear man door and wall sign <br />will be repainted. In staff review, the applicant indicated that the drive through would no longer <br />be in service and the sign would be removed, however the existing overhead doors will remain <br />for the time being. Canopy improvements include new aluminum composite panels, replacement <br />signage, column covers and other maintenance items like painting existing bollards. The existing <br />wood fence to the rear of the building will be stained or painted, as well. New lighting is <br />proposed including pole lights and canopy lights. Based upon the submission made July 11 c'' <br />lighting levels exceed code requirements by small amounts. Also, the site plan shows two new <br />LED downcast area lighting fixti.ues; however the cut sheet was not included and it does not <br />appear they were taken into consideration in the photometric plan. Staff asked for new <br />landscaping to compensate for the large tree that was removed without a permit from the rear of <br />the property near the building. The applicant has proposed some new cypress but the quantities <br />and plan icons do not match up. She read Mr. Malone's comments into the record: "I'd like to <br />see more extensive landscaping in the bed along Butternut Ridge. Where they show 3 cypress <br />(which need to be more clearly identified with botanical names), they can create the bed referred <br />to in the plan.
