?t <br />PLANNING & DESIGN COMMISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF JUNE 13, 2018 <br />ROLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Julie Nader, Dave Anderson, Paul Schumann, Don Rerko <br />Absent: Darrick Matthews, Tom Patton <br />Staff: Planning Director Kim Lieber, Assistant Law Director Bryan O'Malley, City Engineer <br />Pietro DiFranco, Administrative Assistant Nicole Rambo-Ackerman <br />Mr. Malone moved, seconded by Ms. Nader, to excuse Mr. Matthews and Mr. Patton, <br />motion passed 5-0. <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by Mr. Schumann, to approve the Planning and Design <br />Commission minutes of May 23, 2018, motion passed 4-0, Ms. Nader abstained. <br />NEW BUSINESS <br />18-10741; Blue Falls; 23570 Lorain Road <br />Representatives: Jeff Certo, Davison Smith Certo Architects; Dominic Umek, Blue Falls Car <br />Wash, 14575 Lorain Avenue, Cleveland, OH <br />Ms. Lieber stated that this proposal involves a new car wash facility, which is a conditional use <br />in the B-1 Local Business District. The applicant proposes to demolish an existing self-serve <br />wash and residence on contiguous commercial lots to construct a new car wash facility. Lot <br />consolidation is required. The building is comprised of a combination of materials that meet code <br />requirements for building composition. The B-1 District requires a minimum of 10 feet of street <br />lawn, 10 feet of bufFer area abutting commercial property and 20 feet of buffer zone abutting <br />residential property. Landscaping is provided along the street lawns and around the perimeter of <br />the building. Landscaping is provided along the east and west sides of the property, with heavier <br />density along the west side adj acent to the residential district. All improved landscaped axeas will <br />be irrigated. The east side of the property requires a low masonry retaining wall to accommodate <br />the grade change with the neighboring property. Along the rear and west side of the parking lot a <br />six-foot high white vinyl fence is proposed. All land beyond the fence to the rear of the property <br />will be left in a natural condition. A dumpster enclosure will be constructed in the corner of the <br />parking lot and will match the building. Brick pavers are sliown in the treelawn area along <br />Lorain Road. Site lighting levels and fixtures comply with the zoning code. Shields are proposed <br />on the side of the fixture facing the residential district. One ground sign for identificatiori is <br />proposed along with two wall signs which are permitted by code for corner lots. Other signage is <br />proposed to direct traffic and as part of the facility's drive through operations. The BZBA <br />granted variances for building height, buffer zone depth for the west property line and signage.
