In response to the specific conditional use standards, the following apply: all washing activities <br />will occur inside; sufficient stacking is proposed to avoid backups on Lorain Road; all access is <br />from Lorain Road, an arterial street; the driveway is located as far as possible from the <br />intersection of Gessner Road and is more than 125 feet away but the driveway is less than 125 <br />feet from driveways to the east; only one driveway is proposed; a bypass exit is provided before <br />vehicles enter the wash facility; doors of the facility are located at the front and rear of the <br />building; the building is positioned in a manner to have the least impact on residential properties <br />to the rear; a portion of the building, vacuums and drive through facilities are located within 100 <br />feet of a residential district boundary; all air handling equipment is located inside the facility. <br />Only City Council can waive specific conditional use standards. <br />Mr. Certo said the canopy would cover the pay stations located in the island. Discussion <br />regarding the curved portion of the roof which will affix directly to the building through the <br />corrugated steel and will be flashed where the materials connect. Mr. Umek said the pay stations <br />will be automatic but there will be staff to assist customers. The hours of operation will be 7:00 <br />a.m. to 8:00 p.m. Monday through Saturday and 8:00 a.m. to 6:00 p.m. on Sundays. Mr. Certo <br />stated that some of the trees along the west side of the property are theirs and some belong to the <br />neighbors. The six-foot fence will be landscaped on both sides. <br />Mr. Malone moved, seconded by Ms. Nader, to approve the conditional use permit for a <br />car wash facility in the B-1 Local Business District for 18-10741; Blue Falls; 23570 Lorain <br />Road with the following recommendations to City Council: <br />1. Waiver of the 1251inear foot required separation between driveways; <br />2. Allow the doors of the through garage to be in the front and rear of the building; and <br />3. Waiver of the 100 foot required setback of buildings and uses from the residential <br />district boundary. <br />Motion passed 5-0. <br />Mr. Schumann moved, seconded by Mr. Anderson, to approve the development plan for <br />18-10741; Blue Falls; 23570 Lorain Road subject to lot consolidation and conditioned upon <br />City Council waiving specific conditional use requirements as previously noted; motion <br />passed 5-0. <br />18-11091; Sheda Properties, LLC; 31514-31526 Lorain Road <br />Representatives: Dale Schmidt, 3906 Kings Mill Run; Rocky River, OH . <br />Ms. Lieber stated that this proposal involves constructing a new 11,550 square foot office <br />warehouse facility in the B-2 Office/Service District on a consolidated lot with an existing <br />commercial building. The new building will be constructed on the site of two former residences, <br />purchased and demolished by the applicant. The remaining garage and concrete pad will be <br />demolished as well. The building is a combination of split face block, ribbed metal wall panel, an <br />aluminum storefront system and a standing seam metal roof in grays and red tones. It will <br />accommodate three tenants with office space closest to the street and storage and docking at the <br />rear of the building. The new building will use the two existing curb cuts onto Lorain Road. <br />Parking is sufficient for the proposed use.
