<br />Ms. Lieber reviewed the proposed changes for the Rules and Regulations regarding notification <br />of ineetings. Notifications will be sent to property owners on the other side of utility easements <br />as if they were adjacent to the project parcel and the easement was not there. Residents <br />requesting notice would need to annually renew their request via email. BZBA Rules and <br />Regulations were also updated to include the changes. Discussion occurred regarding past <br />projects in the industrial district. <br />Mr. Malone moved, seconded by Ms. Nader, to approve the Planning & Design <br />Commission Rules and Regulations as amended, motion passed 6-0. <br />Gatewavs Plan <br />Ms. Lieber thanked the commissioners who were able to come to the well-attended public <br />meeting for the Gateways Plan. Some comments from the meeting were incorporated into the <br />plan. The historic district signage was added to the plan. When implementing the plan, there may <br />be different approaches due to cost and options at different locations. Ms. Nader asked about the <br />color for the pillars. Ms. Lieber stated that the intent of the pillars is to use brighter colors in <br />high-speed areas and secondary palette colors in low-speed areas, including the pedestrian areas. <br />Ms. Lieber would add a color palette to help show the complementary colors in the final plan. <br />The landscaping is very conceptual. Ms. Lieber stated that Mr. Rerko was optimistic about the <br />plan creating vibrancy at the city's entryways. Mr. Malone asked whether using pole signs in the <br />historic district would create issues in the rest of the city, since pole signs are not allowed, Mr. <br />O'Malley did not think it would be a problem. Mr. Patton suggested using wildflowers instead of <br />grass along I-480 since the Metroparks are trying to implement them more. Mr. Malone said <br />wildflowers would need mowed down at the end of each season after they are established, which <br />may take a couple years. Mr. DiFranco stated that a wildflower mix was used in the Pine Ridge <br />Basin project; he was concerned about wildflowers attracting wildlife to the high-traffic areas. <br />Discussion regarding butterfly and bee sanctuaries. Ms. Lieber thought the area in front <br />Springvale could be used as a wildflower area. Mr. Schumann added that the Landmarks <br />Commission is excited about the historic district signage that is part of the proposal. Ms. Nader <br />appreciated that maintenance was included in the budget. Ms. Lieber stated that the Garden Club <br />reached out to help with the plans. Mr. Schumann suggested that some testing be done to help <br />decide which plants to use. Ms. Lieber said that as part of Go North Olmsted Day, ivy will be <br />planted by the sound wall to see how it grows, in addition to other small projects to help brighten <br />up the city.
