Evidence shall be provided that all applicable requirements of the State of <br />Ohio governing the licensing of the facility are met and the use shall be operated at all times in <br />accordance with state requirements. No outdoor play areas are proposed. The applicant indicated <br />that parents would drop off children by parking in the parking lot rather than stacking in a queue <br />on the site. The applicant is proposing no changes to the exterior of the building other than <br />signage. A narrative of their business use is included in their application. Mr. O'Malley <br />recommended that approval be conditioned upon state licenses being presented to the Building <br />Official before the Certificate of Occupancy is issued. <br />Ms. Suleiman would like to open a full day preschool for ages 13 months to five years old. There <br />will be approximately 50 students and eight staff inembers. Ms. Nader clarified that the number <br />of students is lower than submitted in the operations statement. Ms. Suleiman explained that <br />since there is no outdoor play space, the state requires that the indoor play space be at least 1,440 <br />square feet for up to 50 students. Therefore the floor plan changed and the number of students <br />was reduced. Ms. Nader asked about parking. Ms. Suleiman stated that the adjacent property <br />owner gave them permission to use their parking spaces. Ms. Nader was concerned about having <br />enough parking spaces for the other businesses in the plaza throughout the day. She was also <br />concerned about children crossing the street if parking is used at the plaza across Brookpark Park <br />Road Extension from their location. Ms. Suleiman stated that there are approximately 15 spaces <br />to the east of the plaza for their use. Ms. Lieber suggested that the applicant submit <br />documentation showing owner permission to use the parking spaces. Mr. Malone asked about the <br />schedule. Ms. Suleiman stated that there would be a two-hour drop off window and the kids <br />would be picked up throughout the day. Mr. Schumann asked about her experience, Ms. <br />Suleiman has worked in the daycare system for over 20 years. Ms. Nader asked if the state <br />licensing would be assigned to the location or to the ewner, Ms. Suleiman indicated that the state <br />license would be specific to this facility. Mr. Schumann asked when the business should open, <br />Ms. Suleiman hopes to be open by August 2018. Mr. Weston stated that usually the parents will <br />drop the kids off inside and then leave quick enough so a queue does not form. There is not <br />usually a need for many parking spots at any given time. Ms. Nader felt more comfortable with <br />her parking concern after Mr. Weston's comments. <br />Mr. Malone moved, seconded by Mr. Schumann, to approve the conditional use permit for <br />18-10479; Amani's Learning Center; 28640 Brookpark Road Extension, conditioned upon <br />the following: <br />1. No outdoor activities take place as part of the day-to-day activities, unless appropriate <br />measures are taken to comply with city regulations. <br />2. Documentation is provided to city officials showing permission from adjacent property <br />owners regarding parking spaces that can be used. <br />3.
