PLANNYNG & DESIGN COMIVIISSION <br />CITY OF NORTH OLMSTED <br />MINUTES OF MAY 23, 2018 <br />ItOLL CALL <br />Mr. Malone called the meeting to order at 7:00 pm in Council Chambers and led the Pledge of <br />Allegiance. <br />Present: Greg Malone, Dave Anderson, Darrick Matthews, Paul Schumann, Don Rerko, Tom <br />Patton <br />Absent: Julie Nader <br />Staff: Planning Director Kim Lieber, City Engineer Pietro DiFranco, Administrative Assistant <br />Nicole Rambo-Ackerman <br />Mr. Malone movecl, seconded by Mr. Schumann, to excuse the absence of Ms. Nader, <br />motion passed 6-0. <br />REVIEW AND CORRECTION OF MINUTES <br />Mr. Malone moved, seconded by 1bIr. Anderson, to approve the Planning and Design <br />Commission rg?inutes of Apri125, 8018, motion passed 6-0. <br />NEW BUSINESS <br />18-10777; McDonald's; 27322 Lorain Road <br />Representatives: Jim "JP" Ptacek, Larsen Architects; Scott Fox, McDonald's Construction <br />Manager <br />Ms. Lieber stated that this project, involving the reconfiguration of the drive through, was <br />originally approved by City Council in June 2013 and again in 2015. Negotiations over the <br />portion of land needed from Water Tower Square delayed construction and approved plans <br />officially expired. The transaction was finally completed, and a lot split and consolidation was <br />approved and recorded. The project is substantially the same as previously approved with only <br />slight changes. While the zoning code has been updated, the required setbacks for this property <br />did not change. The applicant received variances from the BZBA for parking setback on the east, <br />north and west sides of the property. The applicant is proposing to enlarge the service enclosure <br />at the northwest corner of the site to provide enough space for trash, recycling and a small shed <br />for maintena.uce equipment. New landscaping is proposed in the drive through island and along <br />the east and north property lines, along with a low retaining wall to accommodate the grade <br />change. New equipment for the double drive through required additional variances for signage <br />that were also approved by the BZBA. Mr. DiFranco requested that the 48-inch underground <br />stormwater pipe be cleaned and inspected to see what its condition is. He asked that a written <br />report be submitted to the Engineering Department. Mr. Malone asked about the clouds on page <br />L-1, Mr. Ptacek stated that the clouds noted the plants that were changed from the former <br />submittal to comply with the new landscaping requirements.
