The property is zoned B-2 Office/Service. Animal services are a <br />conditional use in the B-2 District, so that in addition to the general conditional use standards <br />included in Chapter 1118, the use is subject to the following specific conditional use standards: <br />1. No part of the facility shall be located closer than 100 feet from any residential zoning <br />district. <br />2. If the facility is to include outdoor runs or exercise areas, minimum lot area shall be one (1) <br />acre. <br />3. No dog runs or animal exercise areas shall be located in a front yard. <br />4. Outdoor runs/exercise/relief areas shall be set back a minimum of 50 feet from all side and <br />rear property lines or the required setback for the zoning district, whichever is greater; <br />provided, a 100 foot setback shall be maintained from any residential district boundary. <br />5. Outdoor runs/exercise/relief areas shall be screened by a six (6) foot privacy fence <br />constructed of quality materials that are compatible with the surrounding neighborhood in <br />accordance with the screening requirements in Chapter 1139. <br />6. All animal noise and odor must be confined to any building used to house the animals. <br />7. All animal excrement must be removed from any outdoor runs/exercise/relief areas or yard <br />and disposed of in a trash receptacle and removed off site on a weekly basis. <br />The applicant included a narrative of the proposed business use along with a site plan showing <br />the intention for providing an outdoor relief area behind the building screened with a 6-foot high <br />white vinyl fence. Otherwise, all activities will be conducted indoors. The site plan shows that all <br />setbacks from neighboring property lines and residential districts have been met. It was discussed <br />with the applicant that if an outdoor dumpster is provided, it should be screened with the same <br />fencing material as the relief area. <br />Mr. Malone confirmed that the lot is larger than an acre. Ms. Johansen stated that the proposed <br />business is a recreation facility for people to take their dogs to and interact with them, not a <br />boarding or training facility. Dogs will be on leashes until they are in the area they are supposed <br />to be in. The business will open in the morning and close in the evening. The owners are not <br />therapists or trainers, although those services may be added later if someone is interested in <br />providing them. No other outdoor areas will be used except the relief area. Mr. Rerko was <br />concerned about soundproofing, Ms. Johansen stated that the exterior of the building is metal and <br />there is concrete block and insulation. Ms. Johansen stated that the small dumpster will be <br />emptied twice a week which may be increased if needed. Members will be expected to clean up <br />after their dogs but staff will also ensure the area is clean. Mr. Malone confirmed with the
