Mr.1Vlalone moved, seconded by Mr. Rerko, to recommend approval for 18-10777;
McDonald's; 27322 Lorain Road with the condition that the 48-inch stormwater pipe be
cleaned and inspected and a written report submitted to the Engineering Department,
motion passed 6-0.
18-11154; Canine Countrv Club; 29929 Lorain Road
Representatives: Jude Johansen, owner; Jill Brandt, architect
Ms. Lieber stated that proposal consists of a conditional use permit and site plan approval for a
canine recreation center. The property is zoned B-2 Office/Service. Animal services are a
conditional use in the B-2 District, so that in addition to the general conditional use standards
included in Chapter 1118, the use is subject to the following specific conditional use standards:
1. No part of the facility shall be located closer than 100 feet from any residential zoning
district.
2. If the facility is to include outdoor runs or exercise areas, minimum lot area shall be one (1)
acre.
3. No dog runs or animal exercise areas shall be located in a front yard.
4. Outdoor runs/exercise/relief areas shall be set back a minimum of 50 feet from all side and
rear property lines or the required setback for the zoning district, whichever is greater;
provided, a 100 foot setback shall be maintained from any residential district boundary.
5. Outdoor runs/exercise/relief areas shall be screened by a six (6) foot privacy fence
constructed of quality materials that are compatible with the surrounding neighborhood in
accordance with the screening requirements in Chapter 1139.
6. All animal noise and odor must be confined to any building used to house the animals.
7. All animal excrement must be removed from any outdoor runs/exercise/relief areas or yard
and disposed of in a trash receptacle and removed off site on a weekly basis.
The applicant included a narrative of the proposed business use along with a site plan showing
the intention for providing an outdoor relief area behind the building screened with a 6-foot high
white vinyl fence. Otherwise, all activities will be conducted indoors. The site plan shows that all
setbacks from neighboring property lines and residential districts have been met. It was discussed
with the applicant that if an outdoor dumpster is provided, it should be screened with the same
fencing material as the relief area.
Mr. Malone confirmed that the lot is larger than an acre. Ms. Johansen stated that the proposed
business is a recreation facility for people to take their dogs to and interact with them, not a
boarding or training facility. Dogs will be on leashes until they are in the area they are supposed
to be in. The business will open in the morning and close in the evening. The owners are not
therapists or trainers, although those services may be added later if someone is interested in
providing them. No other outdoor areas will be used except the relief area. Mr. Rerko was
concerned about soundproofing, Ms. Johansen stated that the exterior of the building is metal and
there is concrete block and insulation. Ms. Johansen stated that the small dumpster will be
emptied twice a week which may be increased if needed. Members will be expected to clean up
after their dogs but staff will also ensure the area is clean. Mr. Malone confirmed with the
