Daniel Cline, Eric Elizondo came forward representing Value City, as well as Steve Schill who <br />is representing the property owner. <br />Mr. Schill informed the Board that a more uniform overall sign package will be proposed for all <br />tenants in the center and a streetscaping proposal will be presented for the plaza. All pole signs <br />will eventually be <br />removed. Up to 25 feet of asphalt will be removed adjacent to the right-of-way in order to <br />provide space for landscaping. Plans to reconfigure the parking lot to allow for better flow of <br />traffic will be implemented as well. These changes will be presented in the fall and are to be <br />implemented in the spring. Mr. Crook said that this site has a lot of history and indicated it is <br />exciting to hear this. <br />Two plan versions were submitted. Mr. Elizondo indicated that they currently have five stores <br />under development and is looking for consistency in design for all the stores. Originally, he was <br />looking to have EIFS, however, after receiving some reservations about EIFS from the Planning <br />Cominission, they considered other options, including painting the split face block and adding <br />brick accents to the fagade. <br />The first version submitted was similar to what was presented to the Planning Commission with <br />some modification. A slightly lighter colored brick with a rougher texture was submitted. They <br />followed Planning Commission's recommendations to bring brick up higher over the man doors. <br />All piers will be brick. The brick will create a base and EIFS will be above that. They also <br />raised the front center glass section 1'6" making the overall height 13'6". Mr. Elizondo touched <br />on the interior concept, which will allow the interior to be rearranged easily. He said if the <br />fagade is raised above 14', the interior ceiling plan would interfere with the fagade and they do <br />not want that. Exterior lighting will be concealed fluorescents that will be set within the <br />canopies. <br />Another version was submitted showing the same piers as the other fagade, but no brick base and <br />with split face block painted to match the color of the EIFS. Mr. Crook does not recommend <br />painting split face and prefers brick base as it offers a more exciting look. Mr. Malone agrees <br />and said split face looks old fashioned. Mr. Crook feels this proposal has a good balance of EIFS <br />and brick. He questioned if there are any vertical or horizontal lines on the glass. Mr. Elizondo <br />said there is but only on the entry glass due to the expansiveness of it, but there are none on the <br />side glass areas. He indicated this gives the sense of bringing the inside of the store out. From <br />an aesthetics and cost standpoint, Mr. Elizondo prefers the brick base with EIFS above. <br />Mr. Crook agreed and said good attempts have been made on the elevations with the briclc, <br />however, he is looking for more offset between the two side canopies and the center canopy. Mr. <br />Elizondo said the sides are 12' which offer a nice view to see in the store. Mr. Crook <br />recommended adding light fixtures to accent the piers. He also asked if more deeper earthtone <br />color could be brought in for the brick to offer more contrast and offset the white. He suggested <br />adding some lighter color banding to the piers. <br />Ms. Nader aslced the applicant to explain the canopies. Mr. Elizondo said the canopies are <br />actually flanges that are exposed with wider corners that offer shadowing. The top of the
