pilasters have a roof top on each. He said it has a warehouse/industrial look to it. Ms. Nader felt
the color rendition did not reflect the materials submitted. Mr. Crook suggested switching to
another darker earth tone like taupe or tan so that the two primary colors of the building offer
more contrast. Also, he recommended changing the coping piece of the base to a lighter color
for accent. The applicant stated he could do this and will submit new samples for review.
Mr. Crooic asked if the top of the two side canopies could be lowered or possibly raise the center
canopy or split the difference, whichever would be more appropriate to offer at least a two foot
offset.
Mr. Crook suggested having some exterior accent lighting on the piers. The applicant agreed
and said this would be simple. He felt a good place to put the lights is in the sidewalk and have
them aim up. Mr. Crook said he felt the sign was in proportion to the building. Mr. Rymarczyk
said the sign proposal would need variances. The sign will have an off-white EIFS border
around the sign. The top coping pieces will be a true white color.
Mr. Elizondo informed the Board that they are raising the roof height of the existing dock, but it
will have the same footprint and same materials. The customer pickup area will have a new
awning and have lights that are down lit. They will not be able to move the pick up area as was
suggested because the neighbor tenant does not have space available to allow Value City to enter
from the side. Customer pickup has to be in the rear.
Mr. Ulewicz asked what type of landscaping will be in the front, considering the size of the
building to soften it up. Mr. Elizondo said they can have planting beds, planters or trees in the
sidewalk, particularly in front of the glass or the masonry areas. The beds will be raised so they
will not bP affected by the snow. He indicated he would submit a landscape plan showing
shrubbery and flowers. Mr. Ulewicz asked if a bike rack could be incorporated into the plan.
Mr. Elizondo indicated they could do that.
Asst. Building Commissioner Rymarczyk asked about lights coming out of the windows. The
applicant stated there will be no shining of lights. They will run some photometrics on the
spillage of light. Mr. Rymarczyk said he would provide them with a copy of the light code.
Mr. Crook inquired if the two man doors on either side of the main entrance could be painted to
match the brick.
Mr. Crook moved to approve the Value City proposal with the following recommendations:
1) Add accent light fixtures to the vertical piers
2) Add planters to the store front, either in the concrete or have them be raised
3) Two store front exit doors are to be painted to match the brick color
4) The brick itself will be a more darker earth tone color than what was presented
5) The recommended elevation of this proposal is the design with brick base and EIFS
6) The two horizontal canopies on the side windows shall be adjusted so there is about 2'
offset between the side canopies and the center canopy.
