Mr. Kula said it will be used <br />as a detail shop to clean cars and storage area. <br />Mr. Lasko expressed concern about the landscape buffer area that is between this property fronts <br />Porter Road. He suggested the mound that runs along from Dewey Road to the service building <br />should be extended from the service building east along the north edge of the property to provide <br />the same type of shielding aiid continuity to the residents on Porter Roads. He is also concerned <br />about having cars parked similar to how they will be parlced on Lorain Road, within the same <br />amount of footage as Porter Road is still considered a residential street. To extend the <br />landscapiilg on the corner of Lorain and Porter would provide a more aesthetically pleasing <br />appearance and would service as a shield for motorists. Even though some spaces may be lost, <br />the parcel will be that much more enhanced. He also is concerned about a ground sign on Porter <br />Road. <br />Mr. Yager aslced Mr. Conway what type of foot candles on average for the other car lots on <br />Lorain Road. This is 10.4 and they axe seeking a 5 foot candle variance. He was not aware if <br />any one has gone though the new lighting regulations. Other proposals have met the new <br />regulations. The applicant stated the new cars will be parlced where there are 68 spaces and five <br />poles will serve this area. The pole height will be 15' plus the base. Mr. Yager asked what <br />impact this will have on the residents a.nd asked if there are shields on them. Since there will be <br />a significant amount of light in the commercial area, but also toward the residential area and is <br />concerned about that. He aslced them to consider extending the landscaping buffering to the <br />property east of the service garage. Two light fixtures may be able to be eliminated once the <br />mound gets put in along the noi-thern section of Porter Road. Ms. Wenger said Council was <br />concerned with the level of light onto Lorain Road. Mr. O'Malley said that the applicant is <br />loolcing at ways to convince the Commission to recommend these enormous variances. He said <br />any variance you can eliminate is one less for BZA. Mr. Yager indicated that tllere is no reason <br />to have cars closer to Porter Road than the code requires, and that 50 to 94 foot candles is just <br />unacceptable. Mr. Suhayda said the original lighting plan was approved by Planning in 2001. <br />Mr. Conway said sometimes it is better to put a shorter lower lighted fixture near the edge of the <br />mound to broadcast out and baclc shield it, rather than spreading the ligllt. You can control the <br />lighting on the property line better. Mr. Yager said it is easier to shield lights at the end of the <br />l.ot, rather thasl the middle of the lot, while shielding lights from the residents. <br />Mr. Laslco feels there needs to be landscape buffering between the entranceway to the north line <br />of the property on the inside of the city sidewallc. Mr. Kula said a setbaclc variance was received <br />previously, but is being changed again. They agreed to put 8' wide area of trees and arborvitae <br />per ARB recommendations. Mr. Laslco said he does not see a reason for a variance that would <br />allow car parking inside what the code permits on the Porter Road exposure. He suggested to the <br />applicant to fill up the 20' with landscaping and would also shield the exposure on the north side <br />which is just service bay garage. Mr. Koeth said it is four parking spaces, 2 deep. <br />Mr. Koeth said this space will be used for cars that will be in the service station and employee <br />parlcing.
