, ., <br />?, . <br />City Engineer Durbin stated engineering found their plat acceptable and had no objections to <br />the request. <br />Mr. O'Malley echoed the recommendations of the planner and stated that although the creation <br />of a new lot includes frontage and the assumption that with that frontage includes access which <br />is not the case in this matter. It should be made clear to the applicants that frontage does not <br />equal access to Brookpark Road as it would be subject to O.D.O.T requirements for limited <br />access to a highway. The existing condition of the property already has access via its neighbor <br />and will require cross easements to use the mall driveways. <br />Applicant's presentation: <br />Mr. Kashima with Westfield Corporation stated the current site is 16.7 acres and owned by the <br />department store company and they are asking to be allowed to break off 1.5 acres of the <br />existing lot. If the lot split is approved they will purchase the lot from the May Company and <br />subsequently lease the site to a restaurant operator. The required leases are currently in <br />negotiations and close too being finalized. He said he was very appreciative for the input and <br />advice City officials had given him. <br />Commission's comments: <br />Mr. Yager indicated that he had no objections to the split but thought the applicant would want <br />more parking area along Brookpark. Mr. Koeth asked if there were any plans to petition <br />O.D.O.T for access onto Brookpark Road and Mrs. Hoff-Smith asked if Westfield would be <br />consolidating the lot into their existing lot. Mr. Kashima assured the commission that the mall <br />had no intentions of requesting access onto Brookpark Road and there were no plans currently <br />to consolidate the lots. Mr. Spalding questioned if there would be any changes to the current <br />parking layout. Mr. Kashima stated there were no plans to change the current parking layout. <br />The current building has been demolished and a new restaurant will be constructed in its place. <br />W. Spalding moved to approve Westfield Shopping Center (PP# 236-09-001, Great <br />Northern Mall) their request to split Permanent Parcel Number 236-09-001 (16.73478 <br />acres) into two parcels. The split parcel (Parcel A) will be 1.50 acres. The remaining <br />parcel (Parcel B) will be 15.2348 acres. The location of the new split parcel is at the <br />existing vacant building on the north side of Great Northern Mall in front of Kaufmann's <br />and west of Dick's Sporting Goods. The, proposed use of Parcel A will be a restaurant. <br />Zoning is Retail Business, General. The proposed lots will conform to the area and <br />frontage requirements of the Zoning Code. With the condition that Parcel A will <br />continue to use and preserve the circle road and not request or have access to Brookpark <br />Road. The applicant will acquire proper cross easements for access. S. Hoff-Smith <br />seconded the motion which was unanimously approved. <br />VI. COMMITTEE REPORTS <br />Continue review of Planning Commissions section of the North Olmsted City Charter. <br />Mr. Yager felt that the recommendation to combine the Architectural Review Board with the <br />Planning Commission was a good idea. He believed that it would help the city be more <br />business friendly and expedite the process for applicants. He believed that the reason the <br />2
