T-Mobile; 4718 Clague Road PP# 237-23-029 thru 032, 038 & 046 (WRD 2) <br />Proposal consists of a collocation on an existing telecommunication tower & site. <br />Mr. Brian Peterson, a representative from Cingular Wireless came forward. <br />Ms. Wenger reported that this is the applicant's first appearance before the Planning <br />Commission. The proposal consists of the addition of antennas for Cingular Wireless on the <br />existing T-Mobile tower on the northwest corner of Clague and Broolcpark Roads. In addition to <br />the antennas, a new equipment shelter will be constructed within the existing leased area. The <br />shelter will be about 10 feet tall while an existing fence is 7 feet tall, so that a portion of the <br />enclosure will be visible. A small mound and pine trees also surround the fenced area for <br />additional screening. The Cingular proposal is one of two applications that have been received <br />by the Building Department. An application, plans, and fees were received at the City for the co- <br />location of Verizon Wireless on this pole, as well. Cingular's plans also show the possible future <br />location and arrangement of Verizon's antennas and equipment shelter. The proposal by <br />Cingular and the upcoming proposal by Verizon should provide the City with new opportunities <br />to address screening on the site, minimally on and around the area leased from ODOT. She <br />recommended re-addressing landscaping and/or fencing so as to more effectively screen the <br />equipment compound area. <br />Mr. Durbin said they have no engineering issues and do not object to approving the plan. Mr. <br />Conway informed the Board that the Code requires only one structure. Currently there are <br />cabinets on this site, however, this is the first structure. He was informed that Verizon also has a <br />building. The Code does allow the applicant to adjoin a building to another building so that it <br />appears like one building, but can still be two different structures. <br />The applicant then stated they are locating their antennas on an existing monopole structure <br />which is on ODOT-owned property. The structure was designed to hold four co-locators on it, <br />while minimizing the numbers of towers. T-Mobile is presently located on it, while Cingular <br />and Verizon will be added, leaving room for one more co-locator on the structure. The applicant <br />said that most compounds have chain linlced type fencing, however, this location has a wood <br />fence. He said it does a nice job of concealing the structures within it. <br />Mr. Spalding asked if any additional landscaping is planned for the perimeter. The applicant <br />indicated that they felt the existing pine trees will grow tall enough over time and provide <br />adequate protection and coverage. Mr. Yager indicated that the trees could take an additional <br />five to ten years before maturing to look aesthetically pleasing and asked when they were <br />installed. He further said landscaping needs to be improved because there are large gaps <br />between the trees. He voiced that that the site is rugged looking, not asphalted and is getting <br />burned out by dust and debris. He suggested to the applicant that they improve the quality of the <br />landscaping. Mr. Yager also inquired if the site has a water sprinkling system. He said it is <br />obvious many of the trees are dying and need replacing. He further suggested that another layer <br />of trees be planted in front in order to hide the structure. <br />Mr. Yager aslced the applicant if there are wood or metal slats in the fence and asked if the <br />structure would match in color. He indicated it should match to give the appearance of one unit
