because it is three feet higher than the wood fence. The applicant said the material is pre- <br />purchased in bulk and comes in earth tone colors to blend in with surroundings. Mr. Yager <br />thought the color of the existing fencing is gray toned. Mr. Peterson informed the Board that the <br />shelters do not come in gray. Mr. Yager informed the applicant that there should be some <br />consistency should exist between the structure and the fence. <br />Because of another unit proposed in the future, he asked if the applicant could get a unit which <br />can be broken into two parts. The applicant said it is standard to have your own shelter within <br />these compounds. He said the 50 x 50' compound was designed to be large enough for four <br />carriers to come in and drop their own building. They will be concealed behind a fence and you <br />will not be able to see through it. <br />Mr. Spalding indicated that he would like to see greenery in lieu of fencing or several separate <br />structures. He wants to have several pine trees planted to hide the unit. Ms. Wenger informed <br />the Commission that they can refer the applicant to Architectural Review Board. Mr. Yager told <br />the applicant that they have no control over the tower, but do, in fact, have control over the <br />structure. Mr. Yager said the code requires the applicant to have one building; however, he <br />indicated to the applicant that they seem reluctant to do so. The applicant voiced that he cannot <br />have one enclosure in there. He said he is not speaking on behalf of Verizon. The question of <br />adjoining the buildings would be up to Verizon, not his decision. <br />Mr. Yager said the following issues need to be addressed: <br />• Fence is 7', structure is 10' <br />• Fence is silvery gray color, structure is brown <br />• Improvement_ to existing landscaping <br />The Commission has the authority to control the aesthetics around the site and aslced the <br />applicant what he would like to do. The applicant said he would be happy to paint the top of the <br />shelter gray to match the fence. However, he indicated that ODOT owns the compound and they <br />are leasing the ground area and placing their antenna on an existing structure. He informed the <br />Commission that the issues of the maintenance of the property should be ODOT's and not theirs. <br />Mr. Yager told the applicant that because he is putting in a box that is larger than the fence, that <br />he also be responsible for the landscaping as well. Mr. Spalding indicated that he could put in a <br />shorter box lower than the fence, or collaborate with ODOT to provide landscaping to shield the <br />box. To Mr. Hreha, the importance of the color of fence and structure is not as important as <br />having landscaping around it. <br />Mr. Koeth is concerned about potential carriers that will come forward after Verizon. Ms. <br />Wenger said it would be the next applicant's burden to request a variance for more than one <br />structure. <br />Mr. O'Malley informed the Chairman that it is possible that both Cingular and Verizon would be <br />present at next month's meeting together. Mr. Yager inquired if the road to the compound needs <br />to be paved. Mr. Conway said that it does not have to be paved.
