? <br />The applicant told the Commission that ODOT had told them they did not have to present their <br />proposal to this Commission and were only doing it out of courtesy. He thinks that ODOT will <br />not want to make any improvements to the site. Mr. Koeth informed the applicant that the <br />Commission wants to see things work out with Verizon and ODOT. He suggested to the <br />applicant that maybe they could have all parties involved return to the next Commission meeting. <br />He further said that even though this is owned by ODOT, it is still in the City of North Olmsted. <br />Mr. O'Malley said ODOT may not be responsible, but rather it may be T-Mobile's responsibility <br />for the aesthetics such as landscaping and/or fencing. Mr. Koeth asked Cincular if they have to <br />pay T-Mobile to get on the site. Cingular said they lease the tower space off T-Mobile and T- <br />Mobile leases the ground space off ODOT. <br />Mr. Yager clarified what he felt should be improved: <br />• Improve the appearance of the mound <br />• Add another layer of trees to replace dead trees <br />• Add year round pine trees to the landscaping that will be taller than the structure <br />• Change the loolc of fencing to coordinate with the shelter or change the look of shelter to <br />coordinate with fencing. <br />Mr. Yager asked Ms. Wenger to contact ODOT to see if the quality of the site can be improved. <br />Mr. O'Malley indicated to the Chairman that the engineer thought that the service director may <br />be able to assist with ODOT in general. There may be several items already on the service <br />director's list with ODOT. Mr. O'Malley indicated that the City of North Olmsted has always <br />had mutual respect with ODOT and doesn't intend to have a battle over ODOT's right-of-way. <br />Mr. Yager motion to table the proposal and refer it to the Architectural Review Board with <br />the following recomrnendations: <br />1) The mounding and landscaping be reviewed to provide shielding of the existing <br />fence. <br />2) The shelter is coordinated with the fencing so that they look similar. <br />3) The site be looked at as a whole and the elements that ODOT may be able to bring <br />to the table to approve the entry to the city. <br />Mr. Hreha seconded, which was unanimously approved. <br />VI. COMMITTEE REPORTS <br />Ms. Wenger informed the Board the last Master Plan Steering Committee Meeting will be <br />February 23rd. Afterwards, there will be a special Planning Commission meeting to present the <br />plan and the general public will be invited. The anticipated date of the meeting is scheduled for <br />Thursday, March l Ot at 7:00 p.m. <br />She also informed the Commission that there will be a public hearing on the restaurant <br />legislation, following with committee discussion on March 15th at 6:45 p.m. if anyone is <br />interested. <br />VII. ADJOURNMENT
