Mrs. Hoff-Smith tried to explain that the City works for both residents and applicants alike <br />and it is Planning Commissions job to address issues as they come up and try to find a plan <br />that would work for everyone. The development process is a give and take on everyone's <br />part, developer's nor the resident's ever get exactly what they want, but the commission <br />tries to fmd a solution which works best for everyone. Mr. Yager advised that it was not <br />the role of the Planning Commission members to ovemile City department heads, CiTy <br />Forester or the Architectural Review Board landscaper. He reminded everyone present, <br />that neither the City forester nor the landscaper from the Architectural Review Board <br />wanted 8-foot mounds with 8-foot fences it was the abutting residents who demanded <br />mounds and fences. The overall use of the site in general was significantly reduced to <br />accommodate abutting residents. He believes that the site will house the best looking <br />buildings within the City of North Olmsted. The City as a whole is moving forward to <br />improve the overall appearance of the City and compromise is part of that process. <br />1VIr. O'Malley advised that Planning Commission makes recommendations and tries to <br />identify adverse impacts and recommends possible solutions. The first approval is not set <br />in stone and the applicant met with the Architectural IZeview Board who has deemed that <br />the proposed buffering is sufficient. <br />Mr. Korui believes that the current plan is better than what was previously approved and <br />the increased landscaping which is proposed would further increase the aesthetics of the <br />site. Additional grasses and ground coverings per the Architectural 1Zeview Board <br />Chairman's requests would be added. <br />M. Yager moved to approve the plans dated April 22, 2005 for Carnegie Management & <br />Development Corporation, of 24642-25174 Brookpark Road, their proposal which consists <br />of modifications to the approved Parcel E development plans with the following <br />recommendations; 1). There is to be a revised landscaping list which includes the <br />mounding plant lists, as well as increased plants for mounds along Linda Drive. 2). The <br />plantings are to be approved and defined by Architectural Review Board Chairman B. <br />Zergott for area east of building B. 3). The fencing and gate are to tie into the proposed <br />fencing of the Linda Drive mound, so that the only access is through the gate. 4). Boulders <br />are to be added to entry front similar to which is along the embanknent. All the conditions <br />and requirements previously imposed are still in full force and affect. S. Hoff-Smith <br />seconded the motion, roll call on the motion; S. HoiFf-Smith, M. Yager, T. gireha, R. Koeth <br />"yes", R. Bohlmann and W. Spalding abstained. Motion Passed <br />V. NEW BiJSINESS <br />? Smokey Bones Itestaurant, 25785 Brookpark Road: (WRD 4) <br />Proposal consists of constructing a new 6,820 square foot building and site improvements. <br />Department reports: <br />Ms. Wenger reviewed that the proposal consisted of a new free-standing restaurant at an out <br />parcel of Westfield Ma11, for which Planning Commission had previously approved the lot <br />split. The applicants are before Planning Commission for the first time, although they have <br />met with City Staff at pre-submission meetings. Several recommendations were made at the <br />conference, including: <br />• Show/reflect entire 1.5 acre parcel on site plan <br />• Submit photographs of other locations <br />• Submit lighting cut sheets and photometric plans if new site lighting would be proposed <br />• Designate loading/unloading area <br />6
