Signage was extensively discussed. Mr. Spalding indicated unless it is a hardship, we should <br />adhere to the 4' sign requirement. He said if the size does not fit the entry, maybe the applicant <br />could consider redesigning the entry. Several members agreed and indicated that due to the <br />setback, this size of a sign is sufficient at other locations along Lorain Road and does not see it to <br />be any different here. Mr. Hreha said the size of the sign was designed for a building with a 75' <br />setback and anything larger is too large. In addition, a sign will be out front also. Mr. O'Malley <br />reminded the Commission to focus on square footage and height rather than style. Mr. <br />Rymarczyk said if the sign is lowered to 4', other variances could be reduced or eliminated. The <br />applicant asked if they ask(for the 4' variance to go up to the square footage requirement and not <br />exceed those, could they then go to 4' 10" x 20' 10", therefore, just asking for one variance. <br />Mr. O'Malley informed the Commission that there is a principle of law that BZA has been <br />counseled on regarding the factors demonstrating a practical difficulty. He further said the <br />applicant is demonstrating that it can be done within the code and is expressing his preference for <br />a larger size. Code standards are set by Council and they are not at liberty to vary from it. <br />J. Lasko moved to approve the proposal for Carpet & Tile Liquidators, 28597 Lorain Road, with <br />the following recommendations: <br />1) The proposed landbanking of 37 parking spaces are approved. <br />2) The Planning Commission approves the one driveway access into and out of the property. <br />3) The approval is further subject to the approval of the City Engineer in relation to the water <br />detention plan, as well as the indication on the drawings that all landscaping areas are to be <br />irrigated as required. <br />4) Planning Commission approves the Architectural Review Board's recommendations for the <br />addition of a third color pertaining to the stone that is being used on the building. The proposal <br />is to be forwarded to the Board of Zoning Appeals with the following recommendations: <br />1) In relation to the height of the light poles, they are to be in conformity with what the code <br />provides so that no variance would be required in relation to the distance from the residential lot <br />lines. However, if this result requires a variance for failure to meet minimum light requirements <br />in the rear property, then Planning Commission recommends the variance be approved. <br />2) In relation to the proposed signage, Planning Commission recommends no variances be <br />approved and the applicant is required to conform to city code as it currently exists. <br />Mr. Hreha seconded the motion, Hoff-Smith-yes, Bohlmann-no, Lasko-yes, Hreha-yes, <br />Spalding-no, Koeth-yes. Motion passed. <br />C & C Realtv (Halleen Chevrolet): 27932 Lorain Road, (WRD 1): <br />Proposal consists of demolishing current service garage for automotive storage. <br />Note: Variances are required. <br />Ms. Wenger reported that this proposal consists of the demolition of an existing service garage <br />and the addition of automotive storage to the site. Storage would be added both at the garage <br />location and on the applicant's north-most property.
