CITY OF NORTH OLMSTED PLANNING COMMISSION MEETING COUNCIL CHAMBERS TUESDAY, AUGUST 9, 2005 MINUTES I. CAUCUS: None called II. ROLL CALL: Chairtnan Koeth called the meeting to order at 7:40 pm. PRESENT: Chairman R. Koeth, Board members J. Lasko, S. Hoff-Smith, M. Yager, R. Bohlmann, and G. Conaway. ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. O'Malley, City Engineer G. Durbin, Building Commissioner D. Conway, and Clerk of Commissions D. Rote. ABSENT: Commission Member W. Spalding: III. REVIEW AND CORRECTION OF MINUTES: R. Koeth moved to approve the July 26, 2005 Planning Commission minutes as written. S. Hoff-Smith seconded the motion. Roll call on the motion: R. Koeth, S. Hoff-Smith, J. Lasko, R. Bohlmann, G. Conaway - yes; M. Yager - abstained. Motion Approved. Chairman Koeth advised that he would be changing the order of the agenda and Communications would be placed after Old Business and Dairy Queen would be addressed first. IV. OLD BUSINESS: • Dairv Queen Restaurant; 24579 Lorain Road: (WRD 4): Proposal consists of exterior modifications to the existing building including landscaping.. Planning Commission tabled the proposal on 7/12/05 & 7/26/05. The ARB addressed the proposal on 7/20/05. Board of Zoning Appeals addressed variances on 8/04/05. Ms. Wenger reviewed that the proposal consisted of exterior modifications to the existing Dairy Queen at Lorain and Columbia Roads. 'On July 26, 2005, the Commission forwarded the applicant to the BZA to address variance requests. The Board of Zoning Appeals granted the applicant an additional wall sign and an additional ground sign, both of which meet the area requirements of the zoning code. However, the preview board was not approved. The Commission requested the applicant provide an updated landscape plan showing the requested landbanked paxking, which has been done. The landscaper for the ARB recommended a tree in the front landscape area be removed and replaced with an Armstrong maple. Additionally, the neon rope lighting was removed as requested. The Commission also had a discussion pertaining to the east elevation, particularly the area to the south of the drive through window. However, no further changes to the elevation was made. Overall she felt the applicant had complied with the requests of the City staff and boards and commissions to the greatest extent possible. Mr. Moran passed around samples of the materials that would be used on the building. He reviewed that the color of the EIFS system would be sand pebble. The metal panels which wrap around the sides are manufactured by Alpolic and are DQ red. The fabric awnings will be a deep red. The ceramic tiles used will be DQ red, windows will have aluminum frames. He reiterated
