CITY OF NORTH OLMSTED <br />PLANNING COMMISSION MEETING <br />COUNCIL CHAMBERS <br />TUESDAY, AUGUST 9, 2005 <br />MINUTES <br />I. CAUCUS: <br />None called <br />II. ROLL CALL: <br />Chairtnan Koeth called the meeting to order at 7:40 pm. <br />PRESENT: Chairman R. Koeth, Board members J. Lasko, S. Hoff-Smith, M. Yager, R. <br />Bohlmann, and G. Conaway. <br />ALSO PRESENT: Planning Director K. Wenger, Assistant Law Director B. O'Malley, City <br />Engineer G. Durbin, Building Commissioner D. Conway, and Clerk of Commissions D. Rote. <br />ABSENT: Commission Member W. Spalding: <br />III. REVIEW AND CORRECTION OF MINUTES: <br />R. Koeth moved to approve the July 26, 2005 Planning Commission minutes as written. S. <br />Hoff-Smith seconded the motion. Roll call on the motion: R. Koeth, S. Hoff-Smith, J. <br />Lasko, R. Bohlmann, G. Conaway - yes; M. Yager - abstained. Motion Approved. <br />Chairman Koeth advised that he would be changing the order of the agenda and Communications <br />would be placed after Old Business and Dairy Queen would be addressed first. <br />IV. OLD BUSINESS: <br />• Dairv Queen Restaurant; 24579 Lorain Road: (WRD 4): <br />Proposal consists of exterior modifications to the existing building including landscaping.. <br />Planning Commission tabled the proposal on 7/12/05 & 7/26/05. The ARB addressed the <br />proposal on 7/20/05. Board of Zoning Appeals addressed variances on 8/04/05. <br />Ms. Wenger reviewed that the proposal consisted of exterior modifications to the existing Dairy <br />Queen at Lorain and Columbia Roads. 'On July 26, 2005, the Commission forwarded the <br />applicant to the BZA to address variance requests. The Board of Zoning Appeals granted the <br />applicant an additional wall sign and an additional ground sign, both of which meet the area <br />requirements of the zoning code. However, the preview board was not approved. <br />The Commission requested the applicant provide an updated landscape plan showing the <br />requested landbanked paxking, which has been done. The landscaper for the ARB recommended <br />a tree in the front landscape area be removed and replaced with an Armstrong maple. <br />Additionally, the neon rope lighting was removed as requested. The Commission also had a <br />discussion pertaining to the east elevation, particularly the area to the south of the drive through <br />window. However, no further changes to the elevation was made. Overall she felt the applicant <br />had complied with the requests of the City staff and boards and commissions to the greatest <br />extent possible. <br />Mr. Moran passed around samples of the materials that would be used on the building. He <br />reviewed that the color of the EIFS system would be sand pebble. The metal panels which wrap <br />around the sides are manufactured by Alpolic and are DQ red. The fabric awnings will be a deep <br />red. The ceramic tiles used will be DQ red, windows will have aluminum frames. He reiterated
