Lasko moved to grant Saturn of North Olmsted; 27000 Lorain Road their request which <br />consists of relocating an existing light pole with the recommendation that the existing light <br />pole with 4-lights which is creating the higher readings, to have shield added to -decrease <br />the foot-candle reading, thereby lowering the variance required. Once the shield is added, <br />Planning Commission recommends the BZA grant the amended variance. S. Hoff-Smith <br />seconded the motion which was unanimously approved. <br />2. Gaiab Corporation; 30692 Lorain Road Rear: (WRI) 3) <br />Proposal consists of an application for a conditional use permit for auto repair establishment in <br />the rear building, section (1139.01(d)). <br />Ms. Wenger said the proposal consisted of a conditional use permit for. a vehicle repair <br />establishment in a general retail business district. The applicant proposes no modifications to the <br />existing buildings or site. The site contains two structures, one that had been used for office and <br />a rear structure used as a warehouse. The proposal is to convert the former warehouse into a car <br />repair establishment and retain the front building for use as an insurance agency. As the <br />proposed vehicle repair use is a conditional use, the Planning Commission should refer to the <br />criteria for conditional uses under Chapter 1118 of the Zoning Code. <br />Mr. Rymarczyk reported that for both businesses, the applicants are required to have a total of 18 <br />parking spaces and the plans show 11, which would then require a variance for 7 parking spaces. <br />The building as currently designed is only 24-feet deep and there is only one garage door at <br />grade-level. Inside the building there are columns approximately 15-foot on center which would <br />make it difficult to maneuver vehicles in and out of the building, unless there are site <br />development changes made. The grades of the other two overhead doors must be altered to <br />make them usable. The applicant's intent is a change of use for the building, therefore the <br />building department would require full architectural drawings with the submittal as the building <br />must meet Ohio Building Codes pertaining to air exchange, ventilation and other requirements. <br />Mr. Durbin indicated that if the plans remain as currently submitted the engineering office has no <br />comments. However, if there are any site modifications or grading alterations then engineering <br />plans would be required as well as plans complying with current storm water code requirements. <br />Mr. O'Malley indicated that under section 1118.05 Planning Commission is required to report on <br />their findings under section 1118.03 and forward the application for the conditional use permit <br />along with the report of their findings to council for their determination. With regards to <br />variances being required the commission should address whether or not there is a valid need for a <br />variance or not and make their recommendation. <br />Mr. Lyons the owner of Gajab Corporation indicated that their proposed tenant would like to rent <br />the back building to use as a light service garage. The insurance agency would continue to <br />occupy the front building. Mr. Lyons reviewed that the grade of the driveway is sloped and there <br />is an overhead door at the first of the 4-bays, the next two bays would not have overhead doors. <br />Behind the building there is an overhead door but due to the negative slop it can not be used. <br />Mr. Bohlmann said that he walked through the building which had finished ceilings which <br />seemed to be only 8 or 9 feet high which does not look high enough to accommodate a service <br />5
