Mr. Kish suggested that the city surveyed the back of the lots and at one time wanted his <br />permission to place a ditch along the back of his land, but he refused as he felt there should be <br />underground drains not ditches. He believed that the natural drainage ran from the corner of <br />Barton Road back to the Metro Parks land. He is concerned that the development will increase <br />the amount of standing water in the area. Again Mr. Bohlmann voiced that the engineering <br />department should look at the topography of the area as it could possibly offer an opportunity to <br />alleviate existing water problems in the area. <br />W. Spalding moved to table Emerald Village of 30344 Lorain Road with the <br />recommendation that the applicants go before the Architectural Review Board for design <br />review and address the issues discussed in the body of the meeting. R. Bohlmann seconded <br />the motion which was unanimously approved. <br />VI. COMMITTEE REPORTS: <br />Chairman Koeth questioned what it would take to move communications permanently to the <br />bottom of agendas. Ms. Wenger advised that she would work on the wording to change the rules <br />of procedures for order of topics. Until the wording was submitted the commission could <br />continue to move the order of the agenda as they were currently doing. <br />VII. COMMUNICATIONS: <br />Design Guidelines: <br />Ms. Wenger reviewed that the guidelines the commission received was setup to give applicants a <br />general guideline to follow when submitting their development plans. She would like the <br />Commission to thoroughly go through the guidelines and if they feel there should be any <br />additions or alterations to the guidelines they should submit them for discussion for a future <br />meeting. She requested that the Planning Commission forward the guidelines to the ARB for <br />their input as well. Mr. Bohlmann voiced that he liked that EIFS was addressed in the guidelines <br />as a permitted use as trim only. He suggested some type of fee be imposed if the guidelines were <br />not followed. Mrs. Hoff-Smith asked if the design guidelines would be online. Ms. Wenger <br />indicated that once adopted the guidelines would be available online and possibly on cd. Mr. <br />Spalding suggested requiring all utilities be run underground. Mrs. Hoff-Smith indicated that <br />although she believed that the guidelines were a good starting point she questioned why the <br />guidelines seemed to be geared towards. commercial development only. Ms. Wenger indicated <br />that the guidelines are a starting point and it was Council's goal to address the commercial area <br />first as most of the residential land is already developed. <br />R. Koeth moved to forward the Design Guidelines to the Architectural Review Board for <br />their recommendations. W. Spalding seconded the motaon which was unanimously <br />approved. <br />VIII. ADJOURNMENT: <br />R. Koeth moved to adjourn the meeting. R. Bohlmann seconded the motion which was <br />unanimouslyApproved.
