is a 10-foot easement along the back of the property line and no permanent structures are allowed <br />within that easement. <br />Mr. O'Malley complemented the applicants for the work done thus far and was pleased to see <br />such good tree preservation on the site. He reiterated that the Commission does not enforce <br />private deed restrictions, but should be sensitive to their impact on the development plan.. <br />Mr. Mutaugh, President of Catholic Charities, Mr. Berardi, Owner of Berardi and Partners, Mr. <br />Hendershott, Donley's Director of Operations, Mr. Newberry, Consulting Engineer and Mr. <br />Gareau with Catholic Charities was present to address the proposal. Mr. Newberry indicated that <br />new detailed plans would be submitted and there in fact would be 130 units in the three story <br />building. The engineer's letter was received and they would address each of the items mentioned <br />as they continue to work with city staff. The intent of the landscaping plan was to try to preserve <br />as many trees as possible. The elevation of the site is such that the three story building would <br />not adversely impact the area. Although the parking spaces total does not meet city code, the <br />nature of the site would not require any more than what is proposed. Therefore they would seek <br />a variance for the number of parking spaces. As the majority of the tenants would not drive they <br />do not believe that the proposed development would impact the existing traffic of the area. He <br />briefly reviewed the setback measurements of the building and advised that new plans would be <br />submitted accurately showing all measurements. The main parking lot will be located in the <br />center of the horseshoe building and landscaping islands are intermittently placed to break it up. <br />By the next meeting they would have new site plans, elevations, landscape plan and photometric <br />plans. There is to be a mixture of brick and siding used along the front and back of the building <br />to give it a more residential appearance. There are wall mount lights along the perimeter of the <br />building for security. The roofing materials used would be hip-roof shingles with a hint of green <br />and the siding chosen is a neutral color. There will be a detention basin to the rear of the site <br />which is to be above ground and dry. The applicants advised that they would continue to worlc <br />with city staff to address any issues as they arise. <br />Mr. Bohlmann and Mr. Yager felt that many of the residents of the building would not leave the <br />site, so there should be a retention basin worked into the site as an amenity for the residents to <br />enjoy. They suggested a fountain with a decorative pathway, garden fencing and seating <br />incorporated as well. All commissioners agreed that there should be a park like environment <br />along the back of the site for the tenants. Mr. Bohlmann requested the City Engineer look into a <br />study the city did a few years earlier to see if there was some way the current site could create a <br />retention basin which could help alleviate some of the water problems in the area. Mr. Lasko <br />voiced that he was concerned that the main parking lot was in the middle of the -horseshoe <br />building. He has worked with clients who live in this type of development, and those clients <br />have voiced that parking lots lights such as proposed shine into the windows and light up their <br />apartments. Mr. Bohlmann suggested mounding along Lorain Road to buffer the site and <br />questioned if there would be sidewalks from the building to Lorain Road for those residents who <br />might want to use the RTA buses. Commissioner's requested the proposal be reviewed by the <br />safety forces for adequate access. Mr. Koeth suggested that if the applicants did not feel <br />additional parking spaces would be required they should show landbanked parking equal to the <br />number of spaces lacking. <br />Mr. Berardi indicated that the fire marshal had viewed the plans at a city meeting and believed <br />that they would have access in the front of the building as well as the rear of the building as there <br />is a turnaround in the back of the building. He is concerned that having a retention basin would <br />require fencing and not sure if residents would gain anything from it. As their relationship with <br />the St. Clarence Church is very close they are possibly looking to connect the two sites <br />somehow. There could be sidewalks added along the east side of the site. <br />8
