CITY OF NORTH OLMSTEI) <br />PLANNING COMMISSION MEETING <br />COUNCIL CHAMBERS <br />WEDNESDAY, NOVEMBER 9, 2005 <br />MINUTES <br />1. CAUCUS: <br />H. ROLL CALL: <br />PRESENT: Acting Chairman W. Spalding, Board members M. Yager, S. Hoff-Smith, G. <br />Conaway, R. Bohlmann and J. Lasko <br />ALSO PRESENT: Assistant Law Director B. O'Malley, Planning Director K. Wenger, <br />Assistant City Engineer C. Becker, Assistant Building Commissioner T. Rymarczyk, and Clerk <br />of Commissions D. Rote. <br />ABSENT: Chairman.R. Koeth <br />III. REVIEW AND CORRECTION OF MINUTES: <br />W. Spalding motioned to approve the Planning Commission minutes of October 25, 2005 as <br />written with the correction of the minutes reflecting the Assistant City Engineer C. Becker was <br />also in attendance. G. Conaway seconded the motion, W. Spalding,.M. Yager, S. Hoff-Smith, G. <br />Conaway, R. Bohlmann "yes" and J. Lasko "abstained". Minutes approved. <br />IV. OLI) BUSINESS: <br />VI. NEW BUSINESS: <br />(GFS) Gordon Food Service 1Vlarketplace; 24001 Lorain Road: (W1aD 4) <br />Proposal consists of demolishing existing (Red Lobster) building and the development of a new <br />14,849 square foot building and site improvements. <br />Department Reports: <br />Ms. Wenger said she was excited to report that although Red Lobster was relocating to the Mall <br />Gordon Food Services would be filling the vacant lot simultaneously. At the pre-submission <br />meetings the applicant was asked to address the following: <br />Move building to meet front setback requirements <br />Encourage side & rear parking <br />Ensure ground sign did not encroach on right of way or sanitary sewer easement <br />More landscaping around storefront including brickscape <br />Lighting details for fixtures, cut sheets and photometric plans <br />Landbank unnecessary parking if possible <br />Show sufficient loading areas <br />Specify dumpster enclosure materials <br />Consider warm colors rather than the cool gray block tones <br />Eliminate one of the two curb cuts <br />For the most part the applicants complied with the requests and she recommend that the <br />applicant's be forwarded to the Architectural Review Board. <br />Ms. Becker advised that most of the issues were minor and pertained to the retaining wall. The <br />major issue is how the applicant will meet the EPA's requirements for storm water quality, <br />depending on what is selected it could impact and change the site-plan, layout, and type of
