CITY OF NORTH OLMSTED <br />PLANNING COMNIISSION MEETING <br />COUNCIL CHAMBERS <br />TUESDAY, NOVEMBER 22, 2005 <br />MINUTES <br />1. CAUCUS: <br />II. ROLL CALL: <br />Chairman Koeth called the meeting to order at 7:40 pm. <br />PRESENT: Chairman Koeth; Board members; S. Hoff-Smith, R. Bohlmann, M. Yager, W. <br />Spalding, G. Conaway and J. Lasko. <br />ALSO PRESENT: Assistant Law Director B. O'Malley, City Planner K. Wenger; Assistant City <br />Engineer C. Becker and Clerlc of Commissions D. Rote. <br />III. REVIEW AND CORRECTION OF MINUTES: <br />Planning Commission minutes of November 9, 2005 were deferred to December. <br />IV. COMMUNICATIONS: <br />Ordinance No. 2005-165 <br />An ordinance amending chapter 149 of the administrative code ("Planning Commission"), <br />repealing chapter 1125 of the zoning code ("Architectural Review Board "), and amending <br />chapter 1126 of the zoning code (commercial and other building permits), in order to effectuate <br />the affirmative vote of the North Olmsted electorate at the November 2005 general election upon <br />issue 97 (charter amendment proposal relating to new Planning and Design Commission). <br />Ms. Wenger requested the Commission act upon the ordinance right away so Council could <br />move forward to make sure the changes were made by the end of the year. Planning <br />Commission believed the ordinance was basic housekeeping to make sure all wording within the <br />Charter followed the Charter amendment approved by the residents to combine Planning <br />Commission and Architectural Review Board into the Planning and Design Commission. <br />S. Hoff-Smith moved to approve ordinance No. 2005-165 and all chapters listed within the <br />ordinance as written and adapted by the City Planner. R. Bohlmann seconded the motion <br />which was unanimously approved. <br />V. OLD BUSINESS: <br />1. Emerald Village (Catholic Charities); 30344 Lorain Road: (WRD 3) <br />Proposal consists of construction of a new Senior Housing development. Note: Planning <br />Commission tabled the proposal 09/13/05. The Architectural Review Board addressed the <br />proposal on 09/21/05 & 10/19/05. <br />Planning Director Wenger reviewed the applicant made a number of recommended <br />improvements to the plans at the recommendation of the ARB, including: <br />• Provided a briekscape along Lorain Road <br />• Created mounded landscape groupings in the front landscape area <br />• Created natural amenity areas in the rear yard area <br />• Redesigned the detention basin so that it curved with the walking path <br />• Added screening by the chiller, generator and transformer in the rear
