• The parking issue would be addressed when the applicants return to Planning Commission in December with the required information as to the number of employees and then Planning Commission could approve landbanked parking if it is needed. The commission would prefer greenspace over pavement. • The Commission would like to see a sidewalk provided to the church to the east added for the residents. • There is to be landscaping along all walk paths and benches. • Majority of Commissioners prefers to have the above ground retention with an irrigation system, decretive fencing and landscaping. Applicants are to clearly show on new plans if they will use a detention or retention system. • Applicants need to submit photometric plans and cut sheets for all lights as well as full cut- offs for lights. • The generator and transformer are to be moved to the chiller axea. • Applicants are to provide better elevation and pros and cons of carport versus garages. J. Lasko moved to send the applicant to the Board of Zoning Appeals with the following recommendations: • The building foot print is to be moved east 15 feet to eliminate west side yard variance and alleviate engineering issue (driveway apron). An east side yard setback variance of approximately 12 feet would then be required and Planning Commission recommends the variance be granted. • The 15 foot variance for a building too close to the right of way is the only way to alleviate the Metro Park issue. Therefore, Planning Commission recommends the variance be granted. • Parking issue is stricken from the Board of Zoning Appeals request to be addressed by Planning Commission at next meeting with applicant. R. Koeth seconded the motion which was unanimously approved. R. Koeth moved to table Emerald Village (Catholic Charities) of 30344 Lorain Road with the previously stated recommendations. J. Lasko seconded the motion which was unanimously approved. 2. North Olmsted Laser Carwash, 25054 Lorain Rd: (WRD 1) Proposal consists of constructing a new 2-bay automatic laser car . wash. Note: Planning Commission tabled the proposal on 09/27/05. The Architectural Review Board reviewed the proposal on 11/16/05. Ms. Wenger reviewed that Commission previously requested: • Stormwater management plan submitted and accepted by the Engineering Department • 1Vlove the proposed ground sign out of the right-of-way setback • Paint the roof vents to match the roof • Provide the Commission with a noise impact study • Move the clearance bar from present location to location near the loading zone The ARB recommended: • The rear fence is to be a tan color to match the building and not interfere with existing trees. • The clearance bar to be moved as recommended by the Planning Commission. • Additional landscaping to be installed on the west side including a variety of inedium sized evergreens. • The end piers of the ground sign to be widened to 16" by 16". 4
