• The parking issue would be addressed when the applicants return to Planning Commission in <br />December with the required information as to the number of employees and then Planning <br />Commission could approve landbanked parking if it is needed. The commission would <br />prefer greenspace over pavement. <br />• The Commission would like to see a sidewalk provided to the church to the east added for <br />the residents. <br />• There is to be landscaping along all walk paths and benches. <br />• Majority of Commissioners prefers to have the above ground retention with an irrigation <br />system, decretive fencing and landscaping. Applicants are to clearly show on new plans if <br />they will use a detention or retention system. <br />• Applicants need to submit photometric plans and cut sheets for all lights as well as full cut- <br />offs for lights. <br />• The generator and transformer are to be moved to the chiller axea. <br />• Applicants are to provide better elevation and pros and cons of carport versus garages. <br />J. Lasko moved to send the applicant to the Board of Zoning Appeals with the following <br />recommendations: <br />• The building foot print is to be moved east 15 feet to eliminate west side yard variance <br />and alleviate engineering issue (driveway apron). An east side yard setback variance of <br />approximately 12 feet would then be required and Planning Commission recommends the <br />variance be granted. <br />• The 15 foot variance for a building too close to the right of way is the only way to alleviate <br />the Metro Park issue. Therefore, Planning Commission recommends the variance be <br />granted. <br />• Parking issue is stricken from the Board of Zoning Appeals request to be addressed by <br />Planning Commission at next meeting with applicant. <br />R. Koeth seconded the motion which was unanimously approved. <br />R. Koeth moved to table Emerald Village (Catholic Charities) of 30344 Lorain Road with <br />the previously stated recommendations. J. Lasko seconded the motion which was <br />unanimously approved. <br />2. North Olmsted Laser Carwash, 25054 Lorain Rd: (WRD 1) <br />Proposal consists of constructing a new 2-bay automatic laser car . wash. Note: Planning <br />Commission tabled the proposal on 09/27/05. The Architectural Review Board reviewed the <br />proposal on 11/16/05. <br />Ms. Wenger reviewed that Commission previously requested: <br />• Stormwater management plan submitted and accepted by the Engineering Department <br />• 1Vlove the proposed ground sign out of the right-of-way setback <br />• Paint the roof vents to match the roof <br />• Provide the Commission with a noise impact study <br />• Move the clearance bar from present location to location near the loading zone <br />The ARB recommended: <br />• The rear fence is to be a tan color to match the building and not interfere with existing trees. <br />• The clearance bar to be moved as recommended by the Planning Commission. <br />• Additional landscaping to be installed on the west side including a variety of inedium sized <br />evergreens. <br />• The end piers of the ground sign to be widened to 16" by 16". <br />4
