Mrs. Hoff- Smith requested clarification as to how many units would be built as the new plans <br />show 100 and past plans showed 130 units. Mr. Berardi reviewed that there would be a total of <br />130 units. The independent living side of the building along the back right side of the building is <br />100 units and the two story side of the building which will be assisted living would house 30 <br />units. Mr. Yager questioned the use of the rear turn-around. Mr. Berardi advised that it could be <br />used for RTA, small deliveries and for step-van pickups for the' residents it would also <br />accommodate ambulance pickups as well residents moving in and out of the units. <br />Mr. Yager reviewed that the chiller, generator, transformer, and dumpster areas were scattered <br />throughout the rear site and questioned if it could all be placed within the brick dumpster <br />enclosure or in one consolidated area. Mrs. Hoff-Smith said that Planning Commission <br />requested the retention pond include an irrigation system but the plans do not show that it was <br />added. The Commission was unanimous on requesting a retention pond with an irrigation <br />system, walking paths as well as benches for the residents. Mr. Bohlmann questioned if there <br />were any restrictions regarding the sanitary sewer easement requiring the retention or detention <br />system not being below the level of the lake. If it was sealed and accessible from either one of <br />the sides for access there should be no problem of having an irrigated pond as requested. Mrs. <br />Hoff-smith requested that some type of landscaping be placed along the walkways and around <br />the outside benches. <br />Commissioners and applicants discussed reasons for car-ports versus garages for the independent <br />living residents. The Commission asked the applicants to provide more detailed information on <br />the pros and cons of carports versus garages as well as a more detailed elevation of the carport <br />for the next meeting. Planning Commission requested the applicant provide a sidewalk to the <br />adjacent church for the residents and to replace the existing sidewalks along Lorain Road. <br />Mr. Berardi said it was their intent to combine the generator and transformer in the area near the <br />chiller but the dumpster area could not be moved. For the most part the mechanical equipment <br />would be housed in a rear section of the center three-story unit. The retention pond was reshaped <br />to follow the shape of the sidewalks and the engineer is still working on adding some type of <br />irrigation system to the pond. Mr. Newberry the Project Engineer, with Thorson Baker & <br />Associates reviewed that they were still researching whether or not there would be a detention or <br />retention pond as it was not finalized. He is also studying whether the elevation would allow the <br />area to be properly drained or if there would have to be a pond. As shown now the sides of the <br />basin are about 6-feet high, and could accommodate a pond. Mr. Newberry indicated that he <br />would look into the commission's request for a retention pond and would know for sure within <br />the next two weeks if it would be possible. He reviewed that the monument signs would not be <br />self illuminated but would be illuminated by a ground light and there would be no wall signs on <br />the buildings. Mr. Berardi agreed to add landscaping and garden type path lights along the <br />walking paths. Mr. Berardi agreed to look at adding sidewalks to the church along the back, but <br />advised that due to the slop of the site sidewalks would not be added from the front to Lorain <br />Road and the existing sidewalks along Lorain would be replaced during construction. <br />Planning Commission recominendations: <br />• The Commission would prefer the building moved 15 feet to the east which would eliminate <br />the 13-foot west side yard setback but would then create approximately, a12-foot east side <br />yard setback variance. • The Commission felt that the 15 foot variance for a building too close to the right of way <br />should be granted as it was the only way to alleviate the Metro Park issue. <br />3
