Mr. Rymarczyk reviewed that the lighting plan received earlier in the day showed new light <br />fixtures which did not include speck sheets, or if there would be cut-off shields or define if the <br />new lights would be decorative. However, 4 of the lights would require variances whether they <br />have full-cutoffs or not. There are 2 additional lights shown which do not show degree of cutoff <br />therefore it is assumed that they would also require variances. <br />Pertaining to the living units, there are still 30 units which are below the minimum 400 square <br />foot requirement. Pending the adoption of the new code there are 8 units which would still be <br />below the minimum 350 square feet requirement. <br />Ms. Becker said she had not received any plans since September so she could not address the <br />size of the basin. However a stormwater quality basin is required by Ohio EPA to treat the <br />stormwater so there will be required maintenance to remove the sediment buildup in the <br />detention basin. She suggested that the proposed rock bottom may become covered by a silt <br />buildup. She advised that because there is the potential for the stormwater and the detention <br />basin to infiltrate the existing sanitary sewer-line below the basin, the sewer-line under the <br />proposed storm water detention basin needed to be videotaped and a copy of the tape provided to <br />the Engineering Department to determine if the pipe joints are in good enough condition to make <br />sure there would be no infiltration. <br />Applicants presentation: <br />Mr. Beraxdi said that new plans were submitted earlier in the day to try to address any <br />outstanding issues. He believes that the remaining issues are the front and side yard variances, <br />which the Commission recommended be approved. The dumpster area was moved over the <br />setback line so the generator and transformer could be placed together and to create an <br />equipment yard. The noise level quoted 85 db is right next to the generator not at the property <br />line which would be about a 45 or 50 decibel level. However there will also be a noise <br />attenuator on the unit to reduce noise levels as much as possible. They will not require any noise <br />variances. <br />The photometric plans submitted earlier in the day were to make sure that readings at the <br />property lines would meet city codes. The light poles were reduced to 18 feet height with 30 <br />inch bases. The light fixtures mentioned by the building department will have full cutoff shields <br />and placed on either side of the small parking lot. All lights will have flat lens, full cutoffs and <br />be down lights to assure zero readings at the property line. <br />A storm water management program has yet to be submitted to Engineering until it is known <br />what tha size and shape of the detention basin will be and what space will be left. They will <br />meet both the City Codes and Ohio EPA requirements regarding storm water regulations. The <br />site plan from the start of the submittal was a dry detention basin as they beiieve it would be the <br />safest use for both the facility and the neighboring church and residents. The area to construct <br />the detention basin in is a high point in the topography of the site. As the only natural water <br />runoff or drain is downstream from their site, fresh water would become very hard and expensive <br />to receive and maintain. Mr. Bohlmann questioned where the water would outlet to as it was not <br />shown on the current plans. Mr. Newberry reviewed that they were currently talking with the <br />parish as there was an existing 16 inch diameter tank next to the St. Clarence pavilion which runs <br />along the back of the church's property line and they axe anticipating that they will store water <br />on their property and access the tank when their detention needs to be released and will then flow <br />out into the Metroparks.
