plans were submitted as part of the final approval as it was very important to make sure <br />engineering received accurate detailed plans prior to construction permits being issued. <br />Mr. Newberry reviewed current codes regarding guest parking spaces and reviewed that <br />legislation was currently being looked at to require one space per unit for independent living and <br />one space per five units of assisted living which would be closer to reality. Using the new <br />requirements there would be no more than 20 employees on site, 150 parking spaces and 20 <br />guest parking spaces which require a variance for 10-parking spaces landbanked. Ms. Wenger <br />reviewed that the Commission would need to recommend a variance for parking spaces as the <br />commission does not have the power to allow the applicants to landbank the required parking as <br />the legislation was not yet passed. <br />Mr. Bohlmann questioned if the Commission needed to go by net square footage or gross square <br />footage. Ms. Wenger advised that the commission should look at net square footage. Ms. <br />Wenger reviewed that if the legislation had passed the applicants would only have 8 units which <br />do not meet minimum square footage of 350 square feet, opposed to the 30 units which do not <br />meet current code requirements of 400 square feet. Therefore the commission would need to <br />make a recommendation on the variance required. Mr. Newberry reiterated that going by the <br />proposed code there would be only 8 units which require variances for proposed D type units, 2- <br />units would be 301 square feet and 6-units would have 304 square feet of living space. Mr. <br />Bohlmann reviewed that unit A 3B of the current plans showed that the only way into the unit is <br />directly through the kitchen. Unit A 3C has a hallway almost 21 feet long before you enter the <br />main living area. Mr. Newberry agreed that the main entrance should not be through the kitchen <br />and they would look at changing the layout but the long hallway was due to the location and <br />shape of the building itself. <br />Mr. Lasko believed that the commission was open to viewing parking requirements and square <br />living area under the bases of the pending legislation. Regarding parking requirements the <br />commission understood the need for parking was not the same as most rental facilities. <br />However, he was concerned that even by following the pending code the applicants would still <br />have 8 units which would significantly fall below the new minimum square footage allowed for a <br />living space. He could not see the justification that the city was in the position of adopting a new <br />code to accommodate facilities such as this and the first proposed facility doesn't meet the <br />minimum square footage and requires variances. He asked if the 8 units could not be <br />reconf'igured to at least meet the new 350 square foot minimum requirement. All Commissioners <br />voiced they were in agreement with Mr. Lasko. Mrs. Hoff-Smith questioned the differences in <br />the kitchens of the assisted versus independent living. Mr. Newberry indicated that both were <br />efficiencies but assisted living units would not have stoves. <br />Mr. Pat Gareau reviewed that the Ohio Department of Health license and regulates residential <br />care facilities which is what the facility would be considered. He reviewed that there were 11 <br />units at Saint Augusta Towers which would not meet North Olmsted's minimum square footage <br />and those units have the longest waiting list due to the affordability factor. Assisted living <br />provides laundry services, three hot meals a day, housekeeping and lots of common space and <br />the units are more than adequate. He urged the commission to take those factors into <br />consideration when looking at adequate living space. Mr. Lasko questioned the location of Saint <br />Augusta Towers. Mr. Gareau indicated that it was located in Cleveland on Detroit Avenue. Mr. <br />Lasko believed that there was a big difference between building a facility in an urban <br />environment such as Cleveland versus a building in a suburb environment such as North <br />Olmsted. Mrs. Hoff-Smith questioned the cost of each of the proposed units. Mr. Gareau <br />7
